For all who require a general overview of the legislative process of the UK Parliament and the roles of key players. On completion, you will be able to identify different types of legislation and their purposes, outline the processes of legislation and appreciate the practical issues involved in working on a government Bill. Turning Policy into Law

Understanding and making legislation

For those who need an introduction to the process by which policy is turned into UK primary and secondary legislation. This programme looks at how lawyers and policy-makers work together to achieve this and how judges are likely to interpret the law. There will be plenty of opportunity to ask questions and decode the terminology, so the programme will benefit those who have little or no experience of working on legislation and who need to have the process demystified.

Bill Team Seminar 1

Turning policy into legislation

For Bill team leaders, members, policy officials, instructing solicitors and others who are or will be taking forward work on the preparation of Bills for the Government’s Legislative Programme. For members of Bill management teams, policy officials, legal advisers and others who are or will be involved in work in support of the passage of a Bill through Parliament as part of the Government’s Legislative Programme. This seminar will develop your understanding of the process you’re involved in and the part you play in it. Through a series of presentations from key players and experienced practitioners, the seminar will concentrate on the practicalities of steering a Bill through Parliament.

Working on a Bill

For people who are, or will be, members of Bill teams and those working very closely with them. Events are available on request and will help you develop an understanding of the legislative process and the roles and impact of key players on the Bill you’re working on. A thorough and practical guide will be provided by people with first-hand experience, increasing your ability to contribute more effectively to the planning, preparation and handling of a Bill.

MINISTERIAL PROGRAMME

As part of central government, we work with the Prime Minister, senior ministerial sponsors and the Head of the Home Civil Service to provide the Ministerial Programme – a professional development programme for ministers.

Ministerial Programme

‘It has become increasingly anomalous that Ministers do not have access to a professional development programme – the sort of programme which has long been established for senior and middle-ranking civil servants, for leaders in the public, private and third sectors and which has become the norm in recent years for both elected members and senior staff in local government.’ (Ministerial evidence to the Public Administration Select Committee, 2007)

The National School has been building exactly this sort of professional development programme.

The Ministerial Programme is based on highly personalised learning and development, not on classroom training. The programme includes an induction programme for new Ministers, expert individual briefings on technical issues, skills training and leadership development.

For a new Minister coming into government at Parliamentary Secretary level, activities in their first year might include consultancy sessions, expert briefings, team workshops and Action Learning as well as their initial induction workshop. A more experienced Minister might choose to focus on the use of leadership development tools such as executive coaching and psychometric instruments.

Ministers are heavily dependent on Civil Service briefing, policy advice and other forms of support. We get a great deal of direct feedback from Ministers about their experiences of working with departments, and this feeds directly into the design of our programmes aimed at those supporting Ministers, from policy officials to speechwriters. The Ministerial Programme links particularly closely with the National School’s programmes for Private Office staff.
