levies, is regulated by a three-year Memorandum of Understanding (MOU). Trough this MOU, there is a commitment from both parties as to the collection, management, and usage of levies collected. Te MOU ensures that South African Tourism and TBCSA Executives meet regularly to discuss TOMSA and industry related matters.


Why is there a need to boost government funding? Given other social and economic priorities, government spending on tourism marketing is limited. It is in our interest as business to ensure that we play our role in increasing the marketing fund for our destination, so that we are able to compete effectively with other destinations around the world.


TOMSA levy collection Te Travel and Tourism private sector believes that South African Tourism (SA Tourism) should be taking the sector’s point of view, hand-on knowledge and insight into account when embarking on global and local marketing destination South Africa. In turn, the private sector recognises that marketing campaigns can be costly and have committed to contributing to the funding of SA Tourism’s marketing destination marketing activities through TOMSA.


Attracting tourists into the country from far flung corners to our local SADC neighbours is vital for the sector’s ongoing growth and survival. As the administrators of the TOMSA levy, the TBCSA is also involved in promoting TOMSA products that are not collecting the levies.


TOMSA benefits:


• Allows the private sector to be actively involved in the planning, strategy and implementation of South Africa’s international marketing activities.


• Allows the private sector to become involved in co-operative marketing.


• Facilitates and assists collectors to become involved in International Marketing. Creates a coordinated and broader marketing effort.


• South Africa and the tourism industry as a whole benefits as international best-practice has shown that a successful international marketing and branding campaign gives everyone an opportunity to benefit.


• Earn a 3% score in terms of the BEE Tourism Charter


• Receive the opportunity to distribute marketing material to SAT Offices in South Africa and abroad


• Participate in the annual TOMSA feedback sessions where the private sector has the platform to give input into SAT’s marketing plans, as well as an opportunity to preview SAT’s annual and long-term destination marketing plans


• Receive quarterly feedback on SAT’s marketing programmes;


• Be the first to receive information on SAT’s joint marketing agreements where your business can leverage from new marketing opportunities


• Attend the TOMSA Annual General Meetings, network with your peers and have the opportunity to nominate and vote for members who serve on the TOMSA Board of Directors • Have access to use the TOMSA logo for marketing purposes • Have access to list and link your business on the TOMSA website


• Receive 10% discount on graded fees if you are TOMSA levy collector in good standing


• TOMSA collectors whose products have never been graded from 1 May 2012 must commit for three years and will receive: – Year 1: 25% – Year 2: 15% – Year 3: 10%


• SAT will give preference to TOMSA levy collectors when selecting service providers to take part in speed marketing sessions.
