Managers should assess the availability of resources to accomplish the goals. Some goals may be procedural and require little or no funding to be successful. Others may need a major capital investment or the addition of labor hours, which might not be available. The resources can refer to dollars for investment, labor for completing implementation, or equipment and space to accommodate the planned changes. Demands on resources often determine whether the goal is a high or a low priority.
Determining department goals is the result of coordinating organizational goals and priorities, resources available, regulations, and appropriate fit with the services being provided. If the highest priority department goals do not align with the organizational goals, the manager should be prepared to advocate for his or her goals.
