12 NEWS Mexico to ban animal testing


Mexico is poised to become the first country in North America and the 41st worldwide to outlaw the testing of cosmetics on animals, after a federal bill won unanimous support in the Senate. The law also bans the import, manufacture, and marketing of cosmetics tested on animals anywhere in the world. Over 1.3 million people signed a petition in favour of the bill, while a poll by NGOs suggested that 78% of consumers in Mexico are in favour of ‘cruelty-free’ cosmetics.


“This is a monumental step for


animals, consumers and science in Mexico. This groundbreaking legislation leads the way for the Americas to become the next cruelty-free beauty market, and brings us one bunny leap closer to a global ban,” said Antón Aguilar, executive director of the Humane Society International/Mexico, which had championed the bill. Currently, seven US states and


ten Brazilian states have banned animal testing, while bills to the


same effect are being prepared in three more in the US, as well as federal bills in both the US and Canada. The EU has long since


banned testing, but there are concerns that the UK could water its commitment down now that is no longer a member state.


LLS Beauty offers new botanical ingredient


Lubrizol Life Science - Beauty (LLS Beauty) has launched a new ingredient called Oxylance. This is a botanical extract of Ligustrum lucidum sustainably sourced from the high-altitude mountains of China, where oxygen levels are low, and extracted via the Phenobia subcritical water technology. “It mimics the Tibetan


genetic adaptation to low oxygen conditions, resulting in increased oxygen supply to the skin and overall improved skin appearance,” the company said. In vivo study results are said


to show increased skin oxygen levels in a similar way to yoga; more glowing and radiant skin after 28 days; and reduced crow’s feet and skin roughness by up to 68% and 32%, respectively. The clinical study also showed improved feelings of happiness and overall healthier- looking complexion. LLS – Beauty has also introduced


PemuPur Start polymer, a naturally derived polymeric emulsifier for skin and sun care applications. This takes its name from ‘stability’ and ‘refreshing texture’, combining being naturally derived with a refreshing sensory experience.


More low-salt betaines


Libra Speciality Chemicals, which makes and blends active ingredients for home and personal care and home care applications, has invested £3.5 million in a new plant at its site in Manchester, UK, to make low-salt betaines, using a process it first developed last year. This will also increases the site’s total betaine capacity by around two thirds and double the firm’s size.


Libra, which is a subsidiary


of the GRI Group, claims that the new betaines perform better for formulators, while also requiring one third less energy to manufacture when using its own technology. Certain brands are already working to reformulate products using them and these could be on sale within a year, the firm added. The AI-powered plant can

produce more than 1,000 tonnes/week of betaines and can be operated by a single worker. GRI CEO Graham Royle called it “a transformational investment that will help create a new generation of environmentally-friendly, renewable plant-based cleaning products that are sulphate-free, energy-efficient and create zero waste”.

New alkaliser for hair colorants from Angus


Angus Chemical Company has introduced DL-2AP Ultra PC (INCI: Aminopropanol), a new alkaliser for hair colorant systems. This was developed in response to the fast-growing market demand for alternatives to commonly used alkalising agents, such as monoethanolamine (MEA) and ammonia. DL-2AP Ultra PC is based on


Angus’ proprietary nitroalkane chemistry and it complies with the most stringent standards and regulations governing product purity, and secondary amine and nitrosamine content. It is supplied at a minimum 99% pure, with high base strength and low molecular weight, suiting it to permanent and semi-permanent colorants. Mrunalini Dhamdhere, global technical manager at Angus


Home & Personal Care, said that permanent hair colorant systems formulated in the laboratory with DL-2AP Ultra PC “showed excellent lifting performance, as well as colour deposition and fastness comparable to ammonia and MEA”, in addition to reduced protein loss and morphological damage compared to colorants using ammonia and MEA, especially after multiple treatments. DL-2AP Ultra PC is also


said to have a more favourable environmental profile, superior biodegradability and lower odour than other chemistries on the market. Sample quantities are currently available for testing and commercial volumes are available in North America, South America, Europe and some Asian markets.
