President of the Chamber of Deputies, Arthur Lira announces that a working group made up of ten deputies from different parties will debate how PL 442/91 should be updated. Te group will have 90 days to complete the work. Brazil’s President Jair Bolsonaro tells press that he intends to veto the bill.

Te bill’s rapporteur Deputy Felipe Carreras puts forward the updated text. Te text
authorises the operation of casinos, bingo halls, sports betting, online gambling, skill games as well as street lottery “the animal game.”
However, the exact rules for each type of game
are not established nor are license fees or taxes. Te project proposes the creation of a new
federal regulatory body for all gambling called Sinaj – Te National Gaming and Betting
System. In order to operate in Brazil, companies will have to have headquarters and offices in
the country, and will be subject to the standards defined by the federal regulatory and
supervisory body, which will establish the criteria for the granting of licenses.
Te draft is subject to modifications, and its purpose is to provide an initial basis for
discussion amongst parliamentarians, with a view to preparing the final report of the
working group, which will be presented to the President of the Chamber of Deputies, Arthur Lira.
In the same month the Chamber of Deputies
approves the request to deal with PL 442/91. Te decision means that the law can now be voted on without going through the committee stage. Despite opposition from the evangelical caucus the request for a vote in the plenary is approved with 293 votes in favour, 138 against and 11
abstentions. Deputy Arthur Lira announces that PL 442/91 will be debated in the House of
Deputies in February 2022. Legislators will be able to submit amendments to the bill before then.
February 2022
Deputy Arthur Lira confirms that bill PL 442/91 is on the legislative agenda. Lira announces that everything is ready for a vote apart from some small final adjustments in the text now being drafted by the rapporteur of the project deputy Felipe Carreras.
Te Chamber of Deputies approves by 246 votes to 202, the basic text of the bill. Te Plenary is able to vote on the highlights presented by the parties in an attempt to make changes to PL 442/91.

Draft Law Projeto de Lei (PL) n° 2234/2022. It languishes as senators are unwilling to tackle
the issue in an election year. However according to the Senate President Rodrigo Pacheco, the bill will return to the Senate agenda, after the electoral period.
Te President of the Chamber of Deputies, Arthur Lira, criticises senators for their failure
to address the gambling bill. Lira argues that the Chamber of Deputies has approved a number of issues but the senate had not yet assessed them citing as an example PL 442/91, which
according to Lira has been “sleeping in the Senate for several months.”
October 2022
According to Deputy João Carlos Bacelar Batista PL 2234/2022 could be passed after the Presidential elections. Bacelar Batista is a member of the Mixed Parliamentary Front for the Approval of the Regulatory Framework for Games in Brazil and a long time supporter of a liberalised market.
January 2023 3 Senator Angelo Coronel, one of the main
sponsors of the project in the Senate, tells press that the main goal of land based regulation will be to tax the activity, which will increase the country’s budget revenues. “Brazil cannot
remain isolated in hiding from the great powers that have already regulated the legislation on the activity,” he says.
February 2023
Senator Angelo Coronel says that he has talked the issue over with the President of the Senate, Rodrigo Pacheco who is in favour of liberalising the market.
March 2023
During a hearing at the House of Deputies Finance and Taxation Committee, deputy
Newton Cardoso Jr. asks the Senate to process PL 2234/2022. During the meeting several
deputies also request that the senate submit a bill that establishes the regulatory framework for land based gambling in the country, which had already been approved by the House of
Deputies after months of work. Deputy Paulo Guedes proposes that a meeting be held with the Senate president to advance work on PL 2234/2022.
