At the hearing, the Coalition argued that the framework should outline what is legal in terms of advertisements by illegal operators to help combat and minimise consumer confusion.

With his expert knowledge of digital transformation and entrepreneurial spirit, Pat Davis has enabled BCLC to accelerate its digital offerings, drive growth through cross- channel play, create unique omni-channel experiences and advance the organisation as a social-purpose company.


In the past year of Pat’s leadership, BCLC delivered record profits, introduced stronger supports for player- health programs and was recognised as a top employer and Canadian leader in diversity and inclusion. Most recently, Pat was recently named as one of the 500 most-influential business leaders in British Columbia, Canada.


A twenty-year veteran of the gambling industry, Pat served as BCLC’s Chief Information Officer and Vice President of Business Technology prior to becoming BCLC’s President and CEO. His work in this role included leading a refresh of BCLC’s technology platforms and enabling the delivery of its digital strategy and innovation agenda, furthering BCLC’s work to adapt to rapidly evolving business needs.


How closely do you monitor the work of other provincial Crown corporations and global gaming jurisdictions?


Gambling is a global industry and BCLC is an active member of this international community. We monitor other jurisdictions around the world to keep up with evolving consumer trends and developments in player safety and security.


As part of the Interprovincial Lottery Corporation (ILC), BCLC regularly collaborates with the other lottery jurisdictions within Canada, to jointly work together on national game strategies and marketing activities.


BCLC is also a member of the Canadian Lottery Coalition along with Sask Gaming, Manitoba Liquor and Lotteries, Loto Quebec and Atlantic Lotteries. Te Coalition works closely together and meets regularly to stay informed about concerns regarding illegal gambling websites in each our respective jurisdictions.


What work is BCLC undertaking to continually ensure the highest levels of security and integrity across lottery, casinos, sports betting and online casino?


important focuses in our strategy are moving to 100 per cent “known play” and developing a world class rewards and incentives programme that will create personalised play experiences. Alongside this strategy, our player health team is working toward a future where our players demonstrate the safest gambling behaviours in the world.


Our work as a member of the Canadian Lottery Coalition is important to us, as well. Te Coalition recently presented at the hearing of the Canadian Senate on Bill S-269, the National


As a Crown corporation mandated to conduct gambling in a responsible manner, BCLC’s operations are routinely audited by the Gaming Policy and Enforcement Branch (GPEB) at the Province of B.C., the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC) and independent, nationally recognised audit firms.


Integrity is core to the values we hold as a business and there are few jurisdictions that have controls for security more stringent than ours.


For example, every casino in B.C. requires identification from every player at the front door, which is a key piece of both our player health and anti-money laundering (AML) programmes.
