1 Online gambling licenses (online casinos, sports betting and slots)


Te term for each online gambling license is 5 years (except for online sports betting license). Te term for online- betting license is the remaining period of the land-based sports betting license and for no more than 60 days after the closure of the functioning of the land-based betting establishment. Each online gambling license can also be granted to the holder of applicable land-based license (e.g., online casino license can be tied with land-based casino license). If online gambling license was granted based on land-based license, then the term for such online gambling license is a term of the remaining period of the applicable land-based license and for no more than 60 days after the closure of the functioning of the land-based establishment.


Te cost of the licenses as follows:


• Online casino license (tied with land-based casino license) – ~ US$ 35,840


• Online casino license (separate) – ~ US$ 1,792,000


• Online slots license (tied with land-based license) – ~ US$ 35,840


• Online slots (separate) – ~ US$ 358,400


• Online sports betting license (ties with land-based license) – ~ US$ 35,840


2 Land-based casino licence


Te term is five years. License fee is varying in accordance with the location of the casino, whereas


• city of Batumi, vicinity of Bazaleti Lake of Dusheti municipality, as well as Kobuleti and Borjomi municipalities cost ~ US$ 90,000 per year,


• Gudauri, Bakuriani township, Tskaltubo and Sighnaghi are cost free, and

4 Slot club licence


Te term is five years. License fee is varying from ~ US$ 18,000 to ~ US$ 358,400 per year. 5 Poker club licence.


Te term is the remaining period of the land-based casino or slot club licenses. License fee is varying from ~ US$ 3,580 to ~ US$ 18,000 per year by decision of Government of Georgia. Te holder of a casino license in the city of Tbilisi who wishes to establish poker club in any territory of Georgia is exempted from the obligation to pay the license fee to arrange no more than 3 poker club, and the holder of a slot club license in Tbilisi who wishes to establish poker club in any territory of Georgia is exempt from paying the license fee to arrange 1 poker club.


KEY ADVERTISING RESTRICTIONS


Generally, the gambling advertisement is prohibited in Georgia. Tough, there are some exceptions where advertisement is permitted:


• On the website or at a facility of a licensed operator;


• At the airport opened for international traffic and/or at the border-customs checkpoint;


• At the place of sports events, sports competitions and/or at the place of activity of sports organization and the mentioned is a condition of the sponsorship of their activities.


• Whereas it is the only one advertisement on a website or at a facility of a licensed operator and its placing does not exceeds 10 sq.m.;


Tere is also a separate prohibition on the incentive lottery advertisement, whereas it can be advertised only on the website of a licensed online gambling operator or if the advertisement applies only to the internal perimeter of the applicable gambling establishment. Operators are also prohibited from broadcasting gambling scenes containing information promoting its popularization and participation by creating the impression of easy profit at a different time for broadcasting (e.g. for minors under 18 years old – from 6am to midnight, for minors under 15 years – from 6pm to 11pm, for minors under 12 years – from 6am to 9pm., for minors under seven years – from 6am to 9pm).


LOCAL MARKET SPECIFICS TO CONSIDER FOR OPERATORS ENTERING THE MARKET


Georgia is a good example of a regulated market with understandable legislation and lifting opportunities for entry. Average taxes, moderate license fees, and a liberal approach to gambling operators and players - Georgia is not in vain considered a popular gambling hub not only for tourists, but also for gambling providers and operators.


Tis is only reinforced by the fact that Georgia is the only post-soviet country where several global gambling groups (e.g. Flutter, Entain, Betsson) have been established and are still successfully operating. Moreover, according to researches and datasets, the percentage of gaming population in Georgia is significantly higher than the average percentage of gaming population from other countries. Tis only confirms benefits of the developing Georgian market and its undoubted potential.


Recently, on June 1, 2024, there were great amendments in the licensing process of the country. Te practice established over the years, allowing only operators who already have land-based licenses to obtain online licenses, has been discontinued, and online gambling licenses are now freely available. By implementing this separate permit system, Georgia aims to exercise effective control over the industry. Tis is certainly a positive development that will make it easier for foreign operators to enter the market without having to obtain a land-based license to operate online platforms popular with players.
