Until the advent of sports betting, Caixa practically dominated the lottery market until recently and hopes to enter the betting market in 2025.
Gaming and tourism are intrinsically linked in Brazil and the taxes from a regulated online sports betting market are expected to have a huge impact on the way the development of Brazil’s tourism industry.
According to the Federation of Hotels, Bars and Restaurants of Sao Paulo (Fhoresp) and the Institute of Development, Tourism, Culture, Sport and Environment (IDT-CEMA), it is estimated that sports betting and online gaming will initially earn R$1.8bn in revenues with R$700m in taxes this year. Tey project a potential reach of more than R$100bn in revenues over the next three years (2024- 2026) with a yield of R$12bn in taxes. Of this 28 per cent will be allocated to tourism which could bring the Ministry of Tourism as much as R$3.36bn over the next three years.
Tere are already projects in the pipeline such as the development of a tourism master plan for cities and promotion initiatives for sports sectors at all levels. Tourism is already a key industry for the Brazilian economy and provides 2.2 million direct jobs. Te country received over 6.3 million international visitors in 2019. Last year the number of international
visitors almost reached pre-pandemic levels at 5.9 million compared to 2020 when this fell to 2.1 million visitors and 746,000 in 2021 increasing to 3.6 million in 2022.
In 2023 visitor spend in Brazil reached US$6.9bn – 1.5 per cent higher than that recorded in 2014, the year the country hosted the FIFA World Cup and compared to the US$4.9bn spent in 2022.
Tourists from Argentina are the biggest number of visitors (32 per cent) plus those from America, Chile and Paraguay. Most tourists head to Sao Paulo, Rio de Janeiro, Rio Grande do Sul and Paraná whilst eco-tourism in the Amazon region is growing.
Te Ministry of Tourism developed a new structure in 2020 to boost tourism looking at infrastructure and investment. Tis included providing data for domestic tourism which in 2020 saw 13.3 million (9.6 million overnight and 3.6 million same-day visitors).
According to IDT-CEMA there was an eight per cent growth in tourism business last year and the funds from gaming taxes are expected to see 500 new launches within the hospitality sector this year alone.
