Coljuegos Cracks Down on illegal Gambling


Brazil - Hard Rock keeps tabs on expansion bill According to Brazil’s Minister of Tourism, Celso Sabino, the global CEO of the Hard Rock hotel chain, Jim Allen, is closely following the progress of the casino expansion bill. "He's just waiting for this project [to be approved] to decide where to build something here," Tourism Minister Celso Sabino told Coluna do Estadão. However the executive did not respond to the claims made by the minister when contacted.


Despite resistance from the evangelical caucus, Senator Irajá has already presented a report in favour of legalising casinos. The measure is supported by Celso Sabino and Geraldo Alckmin, Vice President and Minister of Development, Industry, Trade, and Services (MDIC). However, the government has yet to formalise how it will direct its caucus to vote.


Brazil - Proposal for selective tax on Tigrinho A member of a working group in the Chamber of Deputies wants online gambling among the activities on which a new selective tax could be levied.


Deputy Joaquim Passarinho, one of the members of the working group analysing the main text of the regulation of tax reform, says that he wants to include gambling games such as the 'Tigrinho' game in the Selective Tax, which will levied on products considered harmful to health and the environment.


Unlicensed online slot the Tigrinho game is one of the most popular online games in Brazil. It is often used in the press and by lawmakers as a term to refer to online gambling overall. The lawmaker told press:"I don't see why we shouldn't include it in the Selective Tax. We have to include it. 'Oh, but they are already paying normal taxes.' But you're harming society."


Paraguay - Konami launches slots via RGS Konami Gaming has launched real-money online slots in Paraguay with Slots del Sol Online. As part of the fight against illegal gambling, Coljuegos has destroyed 3,986 gambling items that were used in illegal betting.


During 2024, Coljuegos has audited the operation of nearly 28,000 electronic slot machines across the country to verify the accuracy of the transfers made.


In order to protect the resources transferred for the health of Colombians, Coljuegos has initiated a total of 485 sanction processes against operators of localised (land based) gambling so far in 2024. Tese operators are allegedly evading or omitting the payment of the corresponding exploitation rights.


According to the entity’s president, Marco Emilio Hincapié, these processes represent around $2.3bn that the entity would not be receiving. Moreover, the investigations have been opened as part of the contractual follow-up that Coljuegos carries out on all operators in the country who have a valid concession contract.


“We estimate that during 2023, evasion in the national territory exceeded $120bn, a figure that represents up to 35 per cent of the total transfers made to the health of Colombians in the same period,” explained the president. “For that reason, we are taking institutional measures

Out of the total processes, 621 correspond to citizen complaints about the possible illegal operation of localised games such as bingo, electronic slot machines, roulette, online betting modules, among others.


Similarly, the entity is investigating 35 cases of unauthorised raffles and promotions, as well as 25 operators of localised games for the alleged operation of machines not registered with Coljuegos but operating in legal casinos that do have a valid concession contract. Additionally, there are 976 orders to block websites conducting illegal betting.


On the other hand, Hincapié highlighted the progress of the entity in streamlining procedures and services after receiving 357 procedural requests from operators of land based games.
