CHACO BIDDING PROCESS CONTINUES

The Lottery of Chaco Province has resumed the bidding process for the granting of casinos and slot licences

Argentina - Legislation

The Lottery of Chaco Province has decided to resume the bidding process for the granting of the exploitation of casinos and slot machines inside the province, relying on a judgement of the High Court on the grounds that it ‘constitutes the final decision’ on the matter.

In April last year a local court had upheld an injunction filed by Gala Casinos and one of the Lottery’s own members, Minister Maria Luisa Lucas to prevent the privatisation of casinos and slot parlours on the grounds of a “lack of impar- tiality” when it came to the judge overseeing the matter. The injunction had shed doubt on the legitimacy of the bidding process which, according to the complaint filed in the court, occurred during a public holiday and occurred with “unusual swiftness.”

The decision put the tender process in doubt as it came on the back of another court decision which ruled in favour of local gaming company Champions Games SRL which had already opposed the bidding process and filed its objec-

tions in the courts. Those opposed to the new bid- ding process claimed that there had been a defi- nite lack of transparency when it comes to the bidding process and that it was too wide in scope.

However, the latest decision handed down by the High Court means that the tender process can go ahead as it states that all the legal requirements for the tender process had been met. As a result, according to a press release, the board believes that “the decision of the High Court is the final decision of the lawsuit,” and reaffirms that “the judgment is final.” Officials also reiterated the need to resume the bidding process under the con- ditions laid down in the tender specifications.

This means that the tender process will go ahead as planned and that bids must have been received by February 6 at 10.00am. According to the tender process the winner will be the sole operator when it comes to installing private casinos and slot machines in the province for 20 years with a right to extend the right for another 20.

Mexico The Director of the Trust for Tourism Promotion for the Riviera Maya, Dario Flota Ocampo, has publicly stated his opposition to plans to install large scale casinos in the Mexican Caribbean. According to Mr. Flota Ocampo, the Riviera Maya is already a national leader in terms of hotel occupancy and casinos would not be the type of attraction which would increase tourist numbers. “The Riviera Maya does not need this kind of entertainment,” he said as the traveller to the Mayan Riviera is looking for “the sun and the beach as well as the historical and cultural sights of the Maya,” he said. “Casinos would,” he added, “attract other types of tourism that could generate negative situations that would eventually affect the flow of traditional tourism.” Tourism is on the rise once more in Mexico and reached a record in the first half of last year, with more than 14 million foreign tourists visiting Mexico, almost 20 per cent more compared to the year before.

Cordoba Province slot revenue quadruples in last eight years

PANAMA Slot machines located in slot par- lours are the fast fastest growing sector in gaming in the province of Córdoba.

In 2007 $57m pesos was bet throughout the territory of Cordoba in slot parlours.

By the end of 2104 this figure had increased to $256m, around $20m, meaning that slot machine revenue has more than quadru- pled in the last eight years.

According to statistics gathered by the local government, revenue generated by slot parlours have greatly outpaced other gaming in the province including casinos where revenues in casinos have

doubled in the last seven years rising from $59m pesos to $127m pesos.

According to the Lottery of Cordoba (Córdoba Lottery SA) lotteries, raffles and bingo have also shown a sharp increase and combined still account for the lion’s share of gaming income. In 20017 locals gambled a total of $125m on lotteries and bingo while in 2013 this figure had increased to $420m.

In Cordoba money generated by gaming is divided between sev- enteen local municipalities, and slot parlours are operated by operator Compañía de Entretenimientos y Turismo (CET) which runs 19 slot parlours

in 17 locations throughout the province.

Tax income generated by the company has increased signifi- cantly since 2007 when a total of 7,106,118 pesos were distributed among the 17 municipalities. In 2008 this increased to 10,355,739 pesos and while there was a slight decline in 2009 gaming tax revenue had quickly risen to 11,731,912 by the end of 2010. In 2011 revenue increased again to 16,691,513 pesos while in 2012 tax revenue generated by slots stood at 21,099,714 pesos.

The province of Cordoba which is located in the geographical cen- tre of Argentina is becoming an increasingly popular tourist des- tination for locals and in common with the rest of the tourist indus- try in Argentina has benefited from the sharp growth in the domestic tourism.
