Mexico is mulling the idea of creating three gambling zones for the specific creation of Las Vegas style complexes

Mexico’s gaming regulatory body in SEGOB (The Interior Ministry) has confirmed that there is a project underway which would see Las Vegas style casino complexes being built in three zones: the Riviera Maya, Acapulco and Baja California.


The Ministry of Tourism, the Executive Office of the Presidency and the Ministry of Economy are looking to create large scale gaming zones in order to attract foreign investment into Mexico.


In a press conference Director General of Gaming and Raffles María Marcela González Salas said that the new permits would allow a total of up to 775 casinos in each zone However, whether it would actually reach this number would depend on both local and foreign investment.


The objective of the new law is not, she said, to pave the way for a large expansion of gaming but rather to focus gaming in specific tourist zones and curb the growth of gaming in urban centres. She also underlined the fact that there was still time to include the project in Mexico’s new gaming law which could be considered by the Senate later this month. This was after the House of


Representatives finally approved the new Federal Betting and Raffles Law in December last year. The new law aims to regulate the gaming industry more efficiently, safeguard the rights of players and make the licensing process more transparent.


The news follows a number of recent reports which have emerged regarding large casino resorts in specific zones in Mexico. In January it was revealed that The Mexican government was considering two zones which would allow for Las Vegas style gaming. According to María Salas at the time, there is rising interest within the govern- ment in having two “major centres” in the next three years. And includes designating “zones of interest” where large scale casinos and other fac- ulties could be constructed in the future.


These would be chosen after a government review into the best sites which would encourage tourism and economic activity in specific areas while the newly appointed National Institute of Games within the Interior Ministry would consult local and state governments on the issue.


Hard Rock heralded a ‘break- through’ by Paraguay Minister


PARAGUAY Simon Falic, an American busi- nessman and member of a group of investors involved in setting up a Hard Rock Hotel and Casino in Paraguay, has met with the President Horacio Cartes to update him on its progress.


After the meeting the President along with Mr. Falic announced the construction of large-scale complex in the east of the coun- try, which will have an invest- ment of between U.S$S70m and U.S$80m and could begin before the end of the year.


Minister of Industry and Trade, Gustavo Leite, who also attended the meeting, highlighted the progress already made so far stating that it was a “break- through” for Paraguay as it proved that Paraguay had met with a number of requirements as set out by the company.


“This is a great achievement given the fact that a business such as Hard Rock, Hotel and Casino can not go to a place with- out having the peace of mind that the country where it is going to establish itself has certain gaming


rules already in place. It is also good for Paraguay,” he said. “God willing construction will begin before the end of the year and we will work for that to happen. There is still a lot of paperwork, but progress is being made and I think the most important requirements have already been met. It will be a great tourist resort, with a casino, 250 rooms and ample parking space. Parking space is something that is very important because it will be a project that will mark a before and after when it comes to Cuidad del Este,” he said.


The announcement that Hard Rock International was planning to install a casino and hotel in the city of Ciudad del Este in Paraguay first came in October last year. The hotel will have 250 rooms while the casino will house 500 slot machines and 30 gaming tables. The decision to launch in Paraguay was, accord- ing to local press reports at the time, made after a wide sweeping study was carried out by a team of local specialists who provided advice to the company on mar- keting, strategy as well as finan- cial planning, government over- sight and local gaming laws.
