theibcdaily Hybrid IPTV and OTT Netris By Ian McMurray
Russian developer Netris and Technical Center of Television and Radio Broadcasting (TCTR), the main operator for television and radio broadcasting in Sakha Republic (Russian Federation), are launching a
hybrid IPTV/OTT platform. Netris says the solution allows for a wide range of digital TV services, both within the operator’s network and over the internet to STBs, PCs, tablets, and mobile phones.
“The IP-television system has been deployed in the cities of Yakutsk and Lensk”, said Andrey Rebrov, first
deputy general director at TCTR. “In these cities we will offer to our subscribers a full range of IPTV services: channels, timeshift TV, DVR, mosaic view, picture in picture and so on. But what is more important, thanks to the Netris hybrid platform, anyone not only from all over Sakha Republic whose territory is equal to five

Audiences have high expectations from television news today. They are not content to see a studio anchor reading a prompter: they want reporters on the spot, they want informed comment, they want the latest details, and above all they want pictures. The pressure is on to provide a production base, and an extension of the newsroom, from wherever the news is happening.
Which would be fine were there not a second set of
pressures, saying that budgets are tight and costs must be controlled. Sending broadcast uplinks and teams of engineers to every location is simply not feasible. The cost is too great, and despatching a large team takes time and risks missing the story. Happily, technology is coming
to the rescue. Establishing IP links between the home base and more or less any remote location is now a relatively simple matter. Using Ka-band satellites, services like Skylogic and Avanti can provide two-way links of up to 10Mbps using a small terminal. Inmarsat is entering this market in 2013
with what promises to be very simple to use technology. The connectivity is one thing: using it is quite another. Cobham is introducing Media Mesh at IBC2012, developed specifically for the news operation on the move. It uses ground-breaking and unique mesh technology to establish local connectivity which can be readily extended, simply by adding another node to the mesh.
Once set up the mesh connects live cameras, WiFi hotspots, office facilities including direct access to the newsroom computer back at base, and even a localised cellphone network. The Ka-band dish is

up on site. A journalist arrives at a major news site and takes a hotel room or an office. The dish goes on the roof, the camera out on the balcony and office facilities are set up in the room. A touchscreen interface and set- up wizards takes the techno-fear out of establishing the network. The advantages of using IP connectivity are clear. Access is widespread and
inexpensive. It is capable of carrying all the data you need, including voice over IP and computer connections. Within a 10Mbps bit budget an intelligent system can allocate ring-fenced space for video and audio that is good enough quality for live reports from the front line. Full resolution material can be transferred over the data link as files. Given the availability of powerful systems that are designed for journalists under pressure to set up themselves without problems, I envisage 95% of all newsgathering contribution will be over IP circuits within five years. That, in turn, will improve the quality of news television by releasing the journalists to do the job they are good at: finding the truth and presenting it to us. 1.F41
Frances, but also from all over the world can access our regional content. We have great plans for the development, including creating a special internet channel to present the sights of the Republic and to attract tourists to our region.” The components of the solution are Netris iVision Middleware, Netris iStream Video Platform, RGB Transcoding System and STBs by Amino and Dune HD. 5.C39
