The media is accessible and the data is usable. This is typically in a disk based format that is already mounted.
Near-line
Typically means that the media is accessible or available but the data has to be recovered. This would be like an onsite tape or data that is on a virtual tape library.
Off-line
Typically means that the media has to be recovered before we can recover the data. This would be like offsite tape storage.
