NEGOTIATION INFLUENCING REPRESENTATION
NATIONAL SECRETARY OFFICE (NSO)
We are the lead negotiators for the Police Federation of England and Wales and act on behalf of the 145,000 members in relation to pay, pensions and conditions of service.
At the moment… We have submitted proposals for improvements to annual leave, family- type leave and pay, the away from home overnight allowance and hardship allowance and the on-call allowance. The PCF has commenced a 3-year rolling review of all allowances. As part of this we are also developing our proposals on motor vehicle allowance and regional allowances, which are under review in year 1.
LOOK AT THE LOCAL WORK
Moving forward there is a need for a more contemporary set of regulations for police officers that are suitable for the 21st century. This also needs to be supported by proper remuneration for the jobs and risks that officers undertake every day. PFEW has been making the case at the PCF that policing needs a reward framework that attracts and retains officers that are representative of the communities they serve and in particular the retention of female officers should be a high priority. Without this in place the very people who deliver policing on behalf of the citizens of England and Wales are not being truly valued and adequately looked after. Moving forward we will be making arguments that the factors that are truly unique to policing (also called the P-factor) are truly reflected in police officer’s pay. We will also be looking at the current pay scales of each rank and trying to ensure that police officer pay is not eroded any further by annual rises in pay which simply don’t keep pace with the cost of living. This is just a short insight into the work of the NSO.
Progress takes time... The main challenges for the NSO at the present time is that the external environment that we operate in, with the numbers of related bodies and stakeholders as described, means that progress of matters within our remit can often take many years to develop and be implemented.
One particular issue is that the PCF is a voluntary body and has no statutory status but currently is the only route for staff associations to reach agreement with the employer on matters that fall outside the PRRB remit. Whilst we present changes to pay and conditions, supported by an evidence base, these are often delayed or not progressed. And whilst the PRRB remains the body to determine police officer pay, PFEW still have concerns around how this process operates, in particular being fair to officers, who have no right to take industrial action. Given this, PFEW withdrew from the PRRB in 2021, and continued to pursue a method where matters are negotiated through ‘Collective Bargaining’ rather than decided on in isolation by the review body on behalf of the membership.
