Bedfordshire – Leaving the Scene of a Collision


Introduction


A detective inspector (DI) was accused of leaving the scene of a police vehicle road traffic collision (RTC). This was treated as gross misconduct by Professional Standards. At the time, the officer was suffering from undiagnosed mental health issues.


Description


The DI attended a meeting with a colleague at a Costco store. After the meeting, the officer reversed their unmarked police car into a parked Porsche, causing damage. Witnesses reported the incident, which was also captured on CCTV. The officer briefly paused before leaving the scene. The Professional Standards Department (PSD) served a Regulation 17 notice for failing to report the incident and leaving the scene. The officer maintained throughout the investigation that they were unaware of the collision.


Over 2.5 years, the officer was supported by the Federation representative, a lawyer, a barrister, and a Post- Traumatic Stress Disorder (PTSD) expert.


Resolution The matter was resolved after a misconduct hearing.


Outcome The hearing concluded with no case to answer.


Essex – Cell Relocation Incident


Introduction Officers were investigated following injuries sustained by a detainee during a cell relocation.


Description


During the relocation, the detainee resisted by holding onto a toilet with sharp, unfinished edges, which caused injuries to their fingers. Despite the officers’ lack of knowledge about the hazard, they faced a four-year criminal and misconduct investigation, culminating in an Independent Office for Police Conduct directed public hearing.


Resolution


The hearing determined that the officers could not reasonably have foreseen the risk, and no case was found against them.


Outcome


The officers were exonerated, with the Federation providing legal support throughout the process.
