Cleveland – Junior Fitness Standards Negotiation
Introduction
In 2024, a force resisted lowering the Junior Fitness Run Test (JRFT) standard from 5.4 to 3.7, despite national guidance. Description
The Federation entered discussions with the Chief Constable, presenting professional medical research and evidence of national compliance. The potential risks of non-compliance were highlighted, alongside comparisons with other forces.
Resolution
After several meetings, the Chief Constable agreed to align the force standard with national guidance, reducing the JRFT level to 3.7.

Officers were able to meet the adjusted standard and maintain operational capability in line with national expectations.
Durham – Post-Incident Procedures (PIP) Review
Introduction
In 2024, a significant rise in Post-Incident Procedures (PIP) was identified within the force, with deployment decisions creating operational and financial challenges.
Description
The increased frequency of PIP deployments, which appeared to be inconsistent with numbers in other forces, raised concerns about decision-making processes and their impact on officers. The associated costs to the Police Federation of England and Wales for legal support also escalated. The Federation engaged with the Force Executive and presented data comparing the force’s figures with regional benchmarks. Specific cases highlighted inconsistencies, and areas for development around decision-making, which were addressed with suggestions for improved training and a bespoke annual CPD programme for commanders and key personnel.
Resolution
The Executive agreed to fund training and provide an annual budget for ongoing delivery. Additionally, the Federation highlighted issues and concerns with the current PIP suite. Following discussions with senior leadership, it was agreed that the Federation Office would be utilised as the none firearms PIP suite going forward.
Outcome
The training was well-received and addressed identified issues, reducing unnecessary impacts on officers. The PIP suite has now changed location, ensuring a more supportive environment for officers involved in high-stress situations. This has attracted very positive feedback from all who have been involved in subsequent processes.

Humberside – Menopause-Related Equality Case
Introduction
In 2023, a traffic officer was removed from the department after failing a refresher T-PAC driving course due to menopause-related symptoms.
Description
The officer, an experienced traffic officer for 15 years, failed her requalification due to challenges linked to menopause. Despite medical documentation supporting her condition, the Roads Policing Department removed her from the unit. The officer’s case was escalated to a conference, and although she was granted a second chance, she failed again due to ongoing health struggles.
Resolution
The Federation successfully appealed the decision, citing the Equality Act and presenting supporting medical evidence. The officer was reinstated into the department within months.
Outcome
Nearly three years later, the officer remains in the department and continues to excel in her role.
