FOREWORD


This is an important moment of change for the Federation, as we learn from the mistakes from the past and renew the relationship with our membership.


Our new strategy, PFEW 2028, has a central vision at the core – One Federation – Putting Members First. The goal is to create a culture more joined up between branches and centre, to be more transparent in the way we operate and to ensure we focus our time on delivering for our members, now and in the future.


The impetus for transformation has come from two sources:


1. The Employment Tribunal judgment in 2023, which found the Federation had discriminated against a section of its own members – triggering a root and branch review of how the Federation is run.


2. Research with members across all regions, who overwhelmingly asked for the Federation to become more focused on its core business (negotiation, representation, influencing), and to be more open about how it works.


This Member Value Report is a cornerstone of this new, more member-focused approach. The report articulates:


• How our 43 branches support local members through claims, representation, negotiation, and local influencing.


• How the Federation harnesses the views of members to influence central government.


• How the Federation uses an evidence-based approach to negotiating pay, terms, and conditions at a national level on behalf of members.


• The work of the Federation in influencing national and local policing policy.


PFEW has not always been the best at accounting for itself or telling the story about what we do for the membership as a whole. This Member Value Report lifts the lid on the vast array of support we provide and the huge amount of work going on, locally and nationally. It represents nothing less than a fresh start.
