In 2021, as the country emerged from the COVID-19 pandemic, the force faced increased demand due to reduced staffing and heightened public activity. Plans were made to restrict leave and cancel rest days over a three- month period.
Description
The Federation proposed alternatives to blanket rest day cancellations, including adopting new shift patterns or targeted scheduling. Collaborations with operational planning teams led to the creation of the “Summer Surge” strategy, which focused on pre-planned overtime and identified peak demand periods.
Resolution
Through local agreements, the strategy allowed officers flexibility to swap shifts and provided adequate notification for additional duties.
Outcome
Rest day cancellations were minimised, annual leave capacity increased, and disruptions were mitigated. The strategy was extended to 2022, fostering stronger collaboration between the Federation and operational planning teams.
West Yorkshire – Reallocation of Rest Days Introduction
The Federation entered negotiations with the force to revise practices around reallocated rest days (RDs) due to inefficiencies and dissatisfaction among officers.
Description
Existing regulations required RDs to be reallocated within four days of cancellation and scheduled within the next three-month roster. This system often imposed RD-in-lieu (RDIL) on officers without their input, creating administrative burdens and dissatisfaction.
Resolution
Through statutory consultations and negotiations, the Federation proposed that RDILs be banked, allowing officers to choose when to take them. This approach reduced administrative challenges for the force and provided greater flexibility for officers.
Outcome
Officers now have the autonomy to take RDIL at a time of their choosing, significantly improving morale and streamlining force operations.
