City of London – Disciplinary and Gross Misconduct Case Introduction


Resolution


An officer faced disciplinary and gross misconduct proceedings following their intervention during a public disturbance.


Description


In 2019, the officer attended a large-scale fight outside a licensed premises while single-crewed. Upon arrival, the officer observed several individuals involved in a brawl. Concerned for public safety, the officer deployed PAVA spray against a suspect who resisted and fled the scene before being apprehended. A public complaint was subsequently lodged, resulting in a lengthy investigation and gross misconduct charges related to the use of force.


The officer was supported throughout the investigation by a Federation representative. The case was eventually downgraded to misconduct, requiring the officer to attend a Misconduct Meeting.


Outcome


At the Misconduct Meeting, the matter was dismissed with no case to answer, allowing the officer to return to duty.
