Northumbria – Promotion Pathway Negotiations
Introduction
In 2022, the Federation addressed concerns regarding officers being barred from entering or completing promotion pathways while under investigation for misconduct.
Description
Officers raised issues of unfairness in being excluded from promotion processes due to pending misconduct investigations. The Federation engaged with the force to align local practices with fair treatment principles, emphasising that pending investigations should not hinder eligibility unless active sanctions were in place.
Resolution BACK TO NATIONAL VIEW North East
After discussions, the force agreed to allow officers to qualify for promotion while under investigation, provided no active sanctions were present.
Outcome
The revised policy ensured fairness, allowing officers to progress in their careers while maintaining accountability.
North Yorkshire – Racism and Discrimination Allegations Introduction
In November 2022, a female Asian student officer was accused of making a homophobic comment during a training session, leading to gross misconduct proceedings. Description
The officer denied the allegations and highlighted experiences of systemic racism and discrimination within the organisation. The case was ultimately not pursued, but further grievances from other BAME officers surfaced, prompting additional investigations into institutional issues.
Resolution
Following negotiations, the force engaged an external Diversity, Equality, and Inclusion (DEI) expert to conduct a comprehensive review. This included interviews, focus groups, and an analysis of policies and practices, resulting in significant recommendations for organisational change.
Outcome
A dedicated team was established to implement the recommendations. Employment Tribunals were averted, and officers received assurances and support, including development opportunities.
