Derbyshire – Essential User Allowance for Pregnant Officers


Introduction


Two detective inspectors (DIs) were removed from the DI rota and had their Essential User Allowance payments stopped due to pregnancy-related duty restrictions.


Description


The affected officers raised concerns about the discriminatory nature of the decision. The Federation highlighted the financial impact and advocated for a fairer policy.


Resolution BACK TO NATIONAL VIEW Eastern


Through negotiation with HR, the Federation secured backdated Essential User Allowance payments for the affected period before maternity leave commenced. A revised policy now ensures that Essential User Allowance payments cease only after three months of restricted duties, providing greater transparency.


Outcome


The updated policy offers a fairer approach for officers on restricted duties due to pregnancy, ensuring consistent application across the force.


Leicestershire – Dog Unit Allowances Claim


Introduction Following the 2019 Sewell Civil Case, which allowed Dog Unit Officers to claim mileage for transporting dogs in personal vehicles, the Federation advocated for backdated payments for Nottinghamshire officers.


Description


Nottinghamshire initially refused to align with the ruling but later reversed the decision under new leadership. However, backdated payments were denied. Leicestershire and Nottinghamshire Federations collaborated to file claims on behalf of the affected Nottinghamshire officers.


Resolution


A claim was submitted for 20 officers, successfully securing backdated payments.


Outcome


In April 2024, over £120,000 was recovered for Nottinghamshire officers, restoring confidence in the Federation’s representation.


Norfolk – Op Navette Negotiations Introduction


In August 2024, the Federation negotiated on behalf of officers regarding rest day cancellations during Operation Navette, a high-demand policing weekend.


Description


The operation required force-wide cancellation and reinstatement of rest days. The Federation worked to ensure that officers retained the option to work their cancelled rest days only if deployed.


Resolution


Through negotiation with Resource Managers and the Force Gold Group, the Federation secured agreements on deployment processes, including shift lengths, start and end times, and deployment locations.


Outcome


Officers’ rights under regulations were protected, and welfare considerations were prioritised during a peak- demand policing operation.


Nottinghamshire – Special Constables Federation Membership Introduction


Special constables were granted eligibility for Police Federation membership in 2022, but initial funding decisions required individuals to cover their membership fees.


Description


The Federation engaged the Chief Constable and Police and Crime Commissioner (PCC), advocating for force-funded membership due to the voluntary nature of Special constables’ roles. While the initial Chief and PCC did not support this, a change in leadership provided an opportunity to revisit the issue.


Resolution The new Chief Constable supported the proposal, leading to full funding for Special constables’ Federation membership.


Outcome


Approximately 100 Special constables gained access to Federation support and legal funding without personal cost, strengthening their integration and recognition within the force.
