REGION 1 INFLUENCING


Cumbria – Contemplation and Multi-Faith Rooms


Introduction


In 2020, it was identified that there was a lack of contemplation and multi-faith rooms in Cumbria’s main police stations.


Description


Despite initial organisational resistance due to limited office space, work was done with the Lancashire and Oscar Kilo teams to understand the benefits of such spaces. Engagement with the PCC and Chief Constable led to support, and collaboration with the Diversity Team and Force Estates resulted in repurposing office space at North Cumbria HQ, Carlisle, for the first contemplation room. The room design included resources for mental wellbeing, quiet reflection, and a private space for nursing mothers.

This initial room served as a proof of concept, leading to the approval of further funding to expand the project. Outcome


Additional contemplation rooms are now being introduced across the force, providing officers with essential resources and a safe, inclusive space.

GMP – Police Pay Rise Introduction


In 2024, local influencing efforts focused on advocating for a police pay rise, as many members of the Greater Manchester Police Federation expressed concerns over the lack of governmental support amidst the current cost- of-living crisis. Although police officers received a 7% pay increase in 2023, this was seen as only a partial measure after years of austerity cuts.


Description


Strong connections with GMP Chief Constable Stephen Watson and Greater Manchester Deputy Mayor Kate Green were established. Through regular meetings, support was secured to bring police pay issues to the attention of Greater Manchester Mayor Andy Burnham. Advocacy efforts extended to local MPs, including a productive meeting with Stockport MP Nav Mishra, which led to additional support for better police pay.


Resolution


Advocacy efforts built trust within the GMP Federation, establishing credibility with local political leaders who now actively support calls for improved police pay.


Outcome


The GMP Federation has influential support from local leadership, including Mayor Burnham, who has agreed to influence the Government for better police pay. Chief Constable Stephen Watson has publicly committed his support for fair compensation for police officers.


Cheshire – Dependants' Leave Policy Introduction


In 2023, the Cheshire force attempted to introduce a policy limiting the number of dependants' leave days that officers could take, managed by the Resource Management Unit and supervisors. This policy conflicted with established police regulations.


Description


The Federation challenged the policy, which was causing members to lose annual leave or take sick leave to meet their dependants’ needs. We influenced senior HR and command team members to address this issue.


Resolution


Following a strong business case presented by the Federation, the policy was revised to align with police regulations.


Outcome


The policy change ensures that officers no longer lose leave due to dependants’ needs, achieving a fair solution without requiring litigation.
