No plans to update Mexico gaming law Legislation

Mexican President Claudia Sheinbaum has clarified that she has no plans to update Mexico’s gaming laws or modify it. In December, Ricardo Monreal Ávila, the president of the Political Coordination Board of the Chamber of Deputies, claimed that the Secretary of the Interior, Rosa Icela Rodríguez, informed deputies that the newly elected president planned to tackle gambling reform. However, the President said the administration

had no plans to send a new Gaming and Lottery Law to Congress or modify it in any way. Instead she said that her administration intended only to engage in dialogue with the owners of gaming establishments.

Entain accused of systemic failings Operator News

AUSTRAC has commenced civil penalty proceedings in the Federal Court against Entain Group, which operates online betting sites including Ladbrokes, Neds and other online betting brands. Te proceedings allege serious and systemic non-compliance with Australia’s anti-money laundering and counter-terrorism financing (AML/CTF) laws. AUSTRAC CEO Brendan Tomas said the

agency considers there were systemic failures in Entain’s approach to its AML/CTF obligations. “AUSTRAC’s proceedings allege that Entain did not develop and maintain a compliant anti-money laundering program and failed to identify and assess the risks it faced. We are alleging this left the company at serious risk of criminal exploitation. Money laundering is often a symptom of serious criminal activity, including fraud, scams and corruption, all of which have equally serious effects on our communities,” he said. AUSTRAC’s allegations include that Entain’s board and senior management did not have

appropriate oversight of its AML/CTF program, which limited its ability to identify the ML/TF risks it faced and its vulnerability to criminal exploitation. Entain operated a 24/7 business through its website and app, which created risks that persons unknown to Entain could access and use Entain’s betting platform including through third party providers. Tird parties, including businesses and individuals, accepted cash and other deposits on behalf of Entain to be credited into betting accounts in ways that could obscure the proceeds of crime. Further allegations include that Entain did

not have appropriate controls to confirm the identity of customers making these deposits and the source of this money and did not conduct appropriate checks on 17 higher risk customers, including examples where Entain did not appropriately deal with the risk that its online betting sites were being exploited by criminals to spend the proceeds of serious crime. Tis includes allegations that Entain deliberately obscured the identity of some high risk customers, on its own systems, through the use of pseudonyms to “protect their privacy”.

history in Brazil. Te game was established in 1892 by Baron Drummond Joao Batista Viana, the founder and owner of the Rio de Janeiro Zoo. To address a financial crisis, the baron conceived the idea of the lottery, allowing bettors to choose one of the 25 animals in the zoo. Today, it is believed that the game's popularity is such that its revenue is comparable to that of the national lottery. However there is a much darker side to its history with control over the game linked to gangland style killings. It is especially popular in Rio de Janeiro, where it is currently controlled by clandestine criminal organisations, led by individuals known as 'bicheiros.'

State regulation approved in Nigeria Legislation

In what could prove a hugely significant moment for Nigeria’s gambling sector, state jurisdictions will be empowered to develop their own legal frameworks for gambling activities tailored to their unique culture. Te Federation of State Gaming Regulators of

Nigeria (FSGRN) convened a meeting at the Radisson Hotel, Ikeja, Lagos, to deliberate on the recent Supreme Court ruling in Suit No. SC/1/2008, Attorney General of Lagos State & Ors. vs. Attorney General of the Federation & Ors. Tis judgment invalidated the National Lottery Act’s claim to regulate gaming and lotteries across Nigeria, affirming instead that gaming regulation is a residual matter under state jurisdiction, as enshrined in the Constitution. Te meeting, attended by representatives from 24

member states, was a pivotal moment for Nigeria’s federal system. In a statement, the FSGRN described the ruling as a definitive affirmation of states’ constitutional autonomy and a watershed moment for gaming regulation.
