‘Natural’ claims can be misleading to consumers since “natural” does not guarantee a product is completely free of microbeads or other petrochemical-derived ingredients. Although the US Food & Drug Administration (FDA) does not check that cosmetic labels accurately reflect product ingredients prior to going on the market, the agency recognises the importance of properly labelled cosmetics in the United States. This is reflected through two acts, the Federal Food, Drug, and Cosmetic Act (FD&C Act) and the Fair Packaging and Labeling Act (FP&L Act).8


The FD&C Act


aims to protect consumers from deceptive labels and unsafe products and prohibits the marketing of misbranded cosmetics while the FP&L Act ensures labels accurately provide the quantity of contents and identity of products.8

of manufacturers and suppliers to comply with the FD&C and FP&L acts in order to prevent misbranded products. Despite these regulations, misleading labelling of product ingredients and use of counterfeit ‘natural’ ingredients still occurs. In April 2018, a class-action lawsuit was filed against Puracy LLC for claims of synthetic and artificial ingredients in cosmetic and skin care products that were deceptively labelled “natural,” creating consumer mistrust of product labels.9

scandals have cultivated a climate of uncertainty among consumers who expect guarantees that the products they are purchasing are not adulterated or mislabelled. In response, analytical testing such as biobased testing helps substantiate manufacturers’ claims and regain consumer confidence.


Biobased testing to verify ‘natural’ claims


Analytic methods like carbon-14 analysis, which measures the percentage of biobased components versus petrochemical derived ingredients within a product,10


can help boost


consumer confidence in the natural content of cosmetic products by marketing biobased content via a recognisable ecolabel like the USDA BioPreferred. Carbon-14 testing can also increase quality assurance in the supply chain by allowing manufacturers to screen botanical ingredients procured from abroad that are vulnerable to adulteration with cheaper synthetic imitations, ensuring that these counterfeit ingredients never end up in product formulations.
