Commission debates ad restrictions Legislation
At a public hearing of the Sports Commission (CEsp) senators and experts questioned the effectiveness of legal restrictions on gambling advertisements, which took full effect in January 2025. According to the Senate News Agency, the debate will inform discussions on two proposed laws aimed at tightening advertising in the online sports betting sector (PL 2,985/2023 and PL 3,405/2023). Senator Carlos Portinho, the rapporteur for
PL 2,985/2023 and the author of one of the requests for the hearing, stated that the project is a response from lawmakers to the “few results” achieved by the federal government in trying to curb what he considers to be "predatory advertising." Daniele Correa Cardoso, a representative from the Secretariat of Prizes and Bets (SPA) asserted that the legislation already includes several tools suggested by parliamentarians and guests during the meeting, such as facial recognition technologies to prevent bets made by children
Future of floating casino in doubt Legislation
Te Supreme Court of Justice unanimously revoked a precautionary measure that had allowed the Floating Casino in Puerto Madero to operate despite the expiration of its concession. As a result, the casino's ability to continue
operations is now uncertain. Te ruling impacts Casinos de Buenos Aires SA, the company responsible for operating the ‘Estrella de la Fortuna’ and ‘Princess’ vessels, whose original concession expired in 2019. For now, the floating casino will remain in operation, as another precautionary measure

and the prohibition of linking bets to easy winnings, extra income, or investments. She also pointed out that advertising in the
betting sector involves significant participation from the National Council of Advertising Self- Regulation (Conar), which encourages self-regulation within the industry. According to the official, the partnership between the SPA and Conar has been “very effective.” However, in the opinion of public defender Tiago Henrique Cunha Basílio, who works in the state of Rio de Janeiro, betting advertisements do not adequately convey the emotional and financial risks involved in gambling. Alexandre Fonseca, CEO of SuperBet Brasil,
agreed that communication regarding the potential harms of gambling must be enhanced. He noted that the challenge lies in reaching unauthorised betting companies that will not comply with legal advertising requirements. Pietro Cardia Lorenzoni, legal director of the ANJL, said banning or excessively restricting advertising for betting could hinder consumers in identifying companies authorised by the government.
has been in effect since 2021 and is irreversible due to the fact that the State never contested it. However, the Supreme Court urged the
Federal Administrative Litigation Chamber to send it the main file, in order to determine whether the gaming hall can continue operating in the City of Buenos Aires, where the local constitution prohibits the exploitation of gambling in private hands. Judges Horacio Rosatti, Carlos Rosenkrantz,
Ricardo Lorenzetti, and Manuel José García Mansilla criticised the previous judicial decision, arguing that the precautionary measure "hindered the administration from exercising its regulatory powers."
Croatia bill risks mass venue closures Legislation
Te Croatian Association of Gambling Operators (HUPIS) has voiced its 'serious concerns' about the Final Proposal of Amendments to the Games of Chance Act, which the Government of the Republic of Croatia has sent to the parliamentary procedure. Te bill calls for a complete ban on self-service
terminals (ticket machines), mandatory identification of all players in physical branches and the establishment of a central register of excluded persons, under the jurisdiction of the Croatian Institute of Public Health. It would introduce strict prohibitions on advertising – including the press, public areas and external visibility of buildings and sanctions that include the deprivation of the right to organise in case of non-compliance with socially responsible measures. If the law is adopted without further corrections
and dialogue with the industry, Croatia risks the closure of a large number of physical branches - over 70 per cent - along with the loss of thousands of jobs.

In total, between 2024 and the beginning of 2025,
more than 330 websites for illegal online gambling have been ordered to be blocked in addition to more than 1,600 social media profiles and advertisements.
