Te Ministry of Interior said: “Te proposed act would lay
down provisions on licensed gambling and its supervision in Finland. Te licensing system refers to a model where gambling enterprises could apply to the Finnish Supervisory Agency for a licence to run gambling games in Finland. Te aim here, as laid out in the Government Programme is to prevent and reduce gambling-related harm and to increase the channelling of demand to a regulated gambling system. “Gambling games could be run with an exclusive licence or a
gambling game licence. Te supply of the game software used in gambling games would moreover be subject to a game software licence. Licence holders would be required to pay an annual supervision fee to the supervisory authority. “Lotteries, pools, totalisator betting and physical slot machines
as well as casino games would remain subject to an exclusive licence. In practice this would give Veikkaus a monopoly in games such as lottery games and scratch cards. “Te monopoly activities remaining with Veikkaus and those
in the competitive market would be separated into different companies within the same group. Te government would decide on the compensation payable by Veikkaus each year to the state for its exclusive licence.” At the moment gambling games are supervised by the National
Police Board but going forward this is due to change to the proposed Finnish Supervisory Agency under the Ministry of Fi- nance. As a consequence of the changes, Veikkaus reviewed its personnel and organisation structure to prepare itself for the changes. It has divided its business operations into three distinct units –domestic retail operations consisting of lottery games, slots and Veikkaus arcades headed by Nora Vahavirta, domestic online operations consisting of online casinos and betting headed by Jarkko Nordlund and international operations headed by Jonas Reuter, a former IGT and Scientific Games executive. Te company has also cut a quarter of its workforce with
around 200 job losses whilst Casino Tampere was closed down in December 2023 and 19 gaming arcades were also closed by the end of 2023. Tere is a passion for e-sports in the country and although the market is small compared to others worldwide the country has produced several top e-sport athletes, most notably in the FPS genre. In 2016 the Olympic Committee welcomed Finnish E-sports
Federation as a member and the following year e-sport players were officially designated as athletes for tax purposes.
