we ascertain that only 1/3 of the demands were favorably settled up. The number in the Timis county is slightly lower then the national average, but considerably higher then it in the Caras-Severin county (75.5% vs. 32.2%). The last analyzed aspect that tries to ascertain perception of reality in


the case of some entrepreneurs “without history”, refers to the relationship between opened business and the number of authorization received. It is very clear that there is a discrepancy between having necessary resources for the business and the wish to start it. Data are surprising, because Timis county, comparing with other two Banat’s counties, more dynamic and realistic from this viewpoint, places itself even under the national mean. This refers to that people from Arad and Caras-Severin counties are more realistic, and better evaluate their resources before commencing on their own business. Above-mentioned situation is not an error, because in a year, at Octo-


ber 1, 1991, there was the same slow dynamics in the Timis county. Appear- ance of the new enterprises was quickened, their number grew up rapidly. But growing of the number of new created enterprises is slightly lower in Banat comparing with the national average value. For instance, there was a growth of about 420% at the national level, while in the Arad and Timis counties this value is of 410% and 390% correspondingly; only Caras-Severin county is notable for its 510%-growing. The situation of entrepreneurial spirit on the whole in the Banat coun-


ties took a turn for the better between 1990 and 1991, because the number of new created enterprises per 1000 inhabitants grew up. Hierarchy of counties remained without changes: the highest values characterizes the Arad county where number of new created enterprises run up to 12 per 1000 inhabitants (initial value was a. 4); Caras-Severin and Timis counties occupied the sec- ond and the third places with about 7 and 5 enterprises per 1000 inhabitants, correspondingly. Number of new enterprises created has been increasing till 1997, when it starts to decrease. Due to the dynamics of number of enterprises – appearance rate of about 6% versus liquidation rate of about 20% – their total number has halved by now: 20,000 in 2002, which is approximately double comparing with 1991. Obviously, after the 15 years of experience, enterprises in 2004 resemble less and less those at the beginning of the post-communist period.


Conclusion consists in that the business environment in Banat has be-


come more stable, that there is the more active entrepreneurial spirit in the big cities, which progressively reduce its activity when turning to the small towns and countryside. It is very likely that tolerance, as a result of coexis- tence of various ethnic groups, has created a behavior of the regional authori- ties that is much closer to the ordinary man; while individual system of living, more rigorous, has determined more restrained spirit in business activity. This restraint in business activity is more evident in the case of Timis county com- paring with the other two counties, which are within the general trend at the
