be transformed into an international transport rout. As a consequence, The European Commission of the Danube was constituted in Galati, with the pur- pose of settling the transportation on Isaccea-Black Sea sector. The commis- sion’s members represented the European great powers at that time, and un- dertook measures of maintenance on the Sulina watercourse, while Galati and Braila become free ports. In 1878 (the Berlin Congress), Dobrogea becomes part of Romanian territory, after Romania obtains its independence in 1877. This strengthened the importance of the region, because it gave the Romanian state an exit to the Black Sea. As a consequence, there were taken a series of measures meant to facilitate transportation and commercial connections. Therefore, in 1890 the Romanian Company of River Navigation is created and in 1895 the Romanian Maritime Service. Within this period the railway between Constanta and Cernavoda (1860) is constructed and the bridge form Cernavoda is com- missioned to use, together with the railway between Fetesti and Cernavoda, the link between Bucharest and Fetesti being finalized in 1887. After 1900, other railways were constructed to facilitate the link between Tulcea and the southern part of the region
.(1946-1911 )Under these conditions, Constanta
becomes the main port of Romania at the Black Sea and also the main town of Dobrogea. Fitting out the port took place between 1896-1906 (Tălângă 2000, pp113-115).
Between the first and the Second World War, the process of moderniza-
tion of Dobrogea continues, but under different conditions. The Ports from North of Dobrogea (Sulina and Tulcea) register a decrease due to a decrease of the commerce on the Danube. Constanta remains the main port at the Black Sea, but the city is also affected by the decrease in commercial activi- ties and also by uncertainties related to the new situation in Bosporus and Dardanelles.
Transformations that took place in the transportation infrastructure of Dobrogea between 1950-1990 focused on improving some railways and river routs on creating airports in Tulcea and Constanta (international airports, to- gether with Bucharest and Timisoara), and on improving the port of Constanta Small port transformation were made in Mangalia and Midia Navodari. In 1949, the construction of Danube- Black Sea channel began, using
political prisoners. The project was abandoned in 1955. Later on, in 1975, the construction restarted, being finished in 1984 and two years later it started to be used, including the branch Poarta Alba – Midia Navodari. After 1990, Dobrogea was affected by Romanian economic crisis. The capacity of transportation of Romanian fleet was diminished and Constanta port was no longer the main transit point of Romanian export. These two ele- ments, together with general decline of navigation on the Danube, including the Danube-Black Sea Channel, as a consequence of Yugoslavian conflicts, negatively affected the economy of the region.
