A political system in which each citizen takes part in the major deci- sions of the state; An economic system capable of generating a surplus of technical knowledge on an independent support; A social system capable of identifying the modalities of reconciling conflicts stemming from an imbalanced development process;


A production system which strictly abides by ecological rules; An international business system which we consider to be a geopo- litical relationships’ system, which focuses on ensuring the nec- essary financial resources for a sustainable development and for much more;


An administrative system capable of admitting its own mistakes and correcting them.


The Rio de Janeiro Summit, held in June 1992 under the aegis of


ONU, reunited 120 heads of state, thus becoming the most ample manifesta- tion regarding its large number of participants and also the issues brought into discussion.


Following this conference, the necessity of integrating economical de-


velopment and environmental measures into the objectives of a sustainable development was determined on an international scale. Moreover, the impor- tance of international environmental law regarding a sustainable development was also underlined. The most important agreement signed with this occasion is known as


the Agenda 21. This is in fact an activity plan for sustainable development beginning with the 21st century. The Agenda is based on 100 programs which have the role of assorting interstate cooperation (be it regional, continental or global cooperation) as well as assorting the relationship between environment and development from the angle of sustainable development. The New York Conference in 1997 was in fact a special session of


the UN’s General Assembly organized in order to evaluate the progress met in the past 5 years since the Rio de Janeiro Summit. The most relevant com- ments on this topic are made by the academician Mircea Malita who under- lined the fact that “It is of no wonder that the hopes we put in the Rio Confer- ence were not fulfilled. The reunion “Earth Summit +5” held in order to look into the program established 5 years ago allowed some conflicts of interest to surface together with the disapproval regarding some cardinal problems met by sustainable development together with the unsatisfactory results.” One can therefore ascertain the existence of a series of deficiencies which come from the growing difference between states in what environ- mental issues and development issues are concerned. In order to find a rem- edy for the situation, the ratification, strengthening and firmer implementation of agreements and international conventions regarding the above mentioned issues was a solution.
