European Union bans microplastics from cosmetics


The European Commission has restricted microplastics intentionally added to products under the EU chemical legislation REACH. The restriction uses a broad definition of


microplastics covering all synthetic polymer particles below five millimetres that are organic, insoluble and resist degradation. The purpose is to reduce emissions of intentional


microplastics from as many products as possible. Examples of common products in the scope of


the restriction are cosmetics, where microplastics are used for multiple purposes, such as exfoliation (microbeads) or obtaining a specific texture, fragrance or colour. The first measures came into force on 15 October. For example, the sale ban applies immediately


for cosmetics containing microbeads (small plastic beads used for exfoliation), as their use is already being phased out. It also applies immediately to loose glitter made of plastic. However, it applies after four to 12 years for


other cosmetics, depending on the complexity of the product, the need for reformulation and the availability of suitable alternatives. In a related development, Cosmetics Europe


and the International Fragrance Association (IFRA) have backed European Parliament support for the revision of Classification, Labeling and Packaging


PCPC hikes INCI application fee


The Personal Care Products Council has announced a hike in INCI (International Nomenclature Cosmetic Ingredient) application fees to $1,000 from 1 January. The current fee is $400 per application. The PCPC said applications successfully


submitted will be honoured at the current price until 31 December. INCI names are systematic names


internationally recognized to identify cosmetic ingredients, developed by the International Nomenclature Committee and published by the PCPC. INCI names are recognized around the


world and are referenced by regulation for product labelling in many countries. For more information, visit PCPC’s

of Chemical Substances and Mixtures (CLP) regulations. Changes to the CLP welcomed by the trade bodies include the classification of renewable substances of botanical origin and the grouping of substances. Meanwhile, the UK Office for Product Safety


& Standards (OPSS) has published guidance on the use of carcinogenic, mutagenic and reprotoxic substances in cosmetic products. ‘Cosmetic products: exemption process for CMR


substances’ outlines timelines for such use, and that only the Secretary of State for Business & Trade can grant exemptions for England, Scotland and Wales.
