94 OVERCOMING BARRIERS
IBC is set to present a Special Award to the German DVB-I Pilot project at the Innovation Awards tomorrow evening. Jo Ruddock speaks to the EBU’s Remo Vogel, Project Manager of the DVB-I Pilot, to fi nd out more about this initiative, which has brought together multiple stakeholders from the German media industry, including broadcasters, device manufacturers, software providers and research institutions
Tell us a bit about the German DVB-I Pilot and how the idea came about. The rapidly evolving media landscape is challenging TV broadcasting with fundamental changes. In a period when video usage is increasingly internet-based and global platforms are gaining infl uence in the growingly fragmented TV market, fi ndability, new forms of media consumption and easy access to streaming offerings are becoming more and more important. DVB is responding to this evolution with the DVB-I standard. From standardisation to availability, it’s a long journey. And that’s precisely where the German Pilot comes in. We are striving to substantially support the introduction of this promising technology and to clear barriers along the way to the market.
What about the team behind the project; how that was formed? The introduction of a new TV technology requires co-operation from all key market participants. We bring together all the necessary players. This includes the largest German broadcasters from public service media to private, the main operators, the major device manufacturers and technology providers. The participants are ARD, Bayerische Medien Technik, Dolby, DVB, EBU, Fraunhofer Fokus, LG, Media Broadcast, MIT-xperts, OnScreen Publishing, ProSiebenSat.1 Media, rbb, RTL Deutschland, SES, Sofi a Digital, Sony, Tara Systems, TP Vision, Vestel, WDR and ZDF.
Can you share any initial fi ndings with regards to the capabilities of DVB-I? The aggregation of the common service list of the participating station families was successfully implemented and presented on the fi rst prototype TV sets. Impressive was the switching from broadcast to IP when the devices were disconnected from the broadcast network, moderate switching times between IP streams and the fast integration of services such as HbbTV, content guides, DRM sign in, dynamically added pop-up

channels, playlists and next-generation audio. The regionally correct programme listings are provided via a postcode entry on the TV set. Towards the end, non-representative user tests of rbb took place. The majority of testers would recommend a smart TV with DVB-I. In parallel, a number of DVB-I clients have been successfully implemented on Android/iOS/ web-based devices.

You’re showcasing fi rst results from the pilot here at IBC. What can attendees expect to see? We are demonstrating a fully functional hybrid TV experience with a bouquet of over 70 German services. During IBC2023, the German DVB-I Pilot is a partner on the EBU’s stand (10.D21) and at the stand of the DVB Project (1.B73). On the EBU’s stand we will demonstrate the dynamic service list generation according to the public value
recommendation of the German State Media Authorities, the server-side regionalisation of selected distribution areas, as well as new offers such as playlists, box sets and pop-up channels. At the stand of the DVB Project, comprehensive demos on the DVB-I pilot projects in Europe will be given and information on details of the German pilot will be provided.
What are your long-term hopes for the project?
My hope for the project result is the market introduction of DVB-I in Germany. Only by working together at the European level can we challenge global developments, so it’s crucial to co-operate with other markets. During Pilot Phase 2, we are developing a specifi c proposal for a technical and organisational DVB-I infrastructure. This also involves identifying and resolving obstacles, with a particular focus on business models for private broadcasters and operators.
