the city’s inhabitants comply with the operation. This has led to a 15 per cent reduction in air pollution in São Paulo [3m].
*Problem 3: Shanty Towns
Roughly 20 per cent of São Paulo’s population live in favelas [*3m]. These makeshift shelters lack sanitation, water and health services and usually have a high crime rate [*3m]. Favelas developed as authorities were unable to house the high number of immigrants entering the city. This led to large shanty towns developing along the edges of the city [*3m]. Rubbish collections are not possible in favelas due to their narrow streets. This means that rubbish simply piles up. This increases the risk of fire and the spread of disease [*3m]. The high rates of poverty make the populations of favelas vulnerable, and many young people join criminal gangs in order to earn money [*3m].
