Victor Naumov is a partner in Salans’ St Petersburg office and head of the Russian IP/IT/telecommunications practice. Dr Naumov specializes in the protection of intellectual property and management of intangible assets, regulation in the sphere of innovation, information technology and telecommunications, data protection and privacy, internet and e-commerce regulation and computer crime.

He is a member of the Expert Council on Legal Regulation

and Protection of Intellectual Property of the State Duma Committee for Economic Policy, Entrepreneurship and Tourism. In 2009 Dr Naumov was appointed a member of the Federal Anti-monopoly Service’s Advisory Board on Competition in Information Technology.

Since 1999 he has consulted on the development of draft legislation on intellectual property, information technology, information resources, the Internet and telemedical services for the Russian Federation, and has also assisted in developing model laws for other Commonwealth of Independent States jurisdictions.

Dr Naumov is the author of several monographs and over 100 publications in the IP/IT field in Russia. He has three degrees, including a PhD in law. He is an associate professor at the St Petersburg State University and lectures in the economics and law faculties. In 2007 he received a state medal for contributing to the computerization of society in Russia.
