Bruce Keiner is a senior partner and head of the firm’s aviation group. He has represented a broad range of aviation clients on significant regulatory, legislative and international issues affecting the aviation industry. Airline clients regularly turn to him and his team for advice, perspective and strategy on their most challenging legal problems involving US government agencies, the courts and Congress. Among major recent matters that Mr Keiner and his team have worked on are airline alliance proceedings before the US Department of Transportation (DOT), including Continental’s transition from SkyTeam to the Star Alliance, involving approvals for alliances and immunity from US antitrust laws. Mr Keiner and a team of aviation lawyers (Lorry Halloway and Gerry Murphy), a team of government contract lawyers (David Bodenheimer and Rick Claybrook), and an appellate expert (Michael Klise) successfully opposed the Federal Aviation Administration’s (FAA) proposal to auction slots at the New York airports before the FAA, including its Office of Dispute Resolution, the Government Accountability Office and the DC Circuit.
Mr Keiner and his team also represent clients in airline carrier route selection proceedings and ownership and control issues before the DOT.
