Ken Klein is co-chair of Mayer Brown’s worldwide tax transactions and planning department. He advises on international tax issues of US corporations operating overseas and non-US corporations operating in the United States, including planning, transactions, examinations, appeals, regulations and rulings. He advises clients in multiple industries and his practice includes structuring/restructuring, mergers and acquisitions, deferral, foreign tax credit, source of income, trade or business, tax treaties, transfer pricing and withholding tax. From December 1988 to November 1990, as associate chief counsel (technical), US Internal Revenue Service (IRS), Mr Klein was responsible for the issuance of all regulations, rulings and other interpretations of the domestic provisions of the US Internal Revenue Code, supervising several hundred lawyers, accountants and engineers. From 1978 to 1981, while in the international tax branch of the Legislation and Regulations Division, Office of Chief Counsel, IRS, he drafted international tax regulations and legislation and negotiated income tax treaties. He was the 1976-1977 Fellow of the American Society of International Law. Mr Klein has written over 45 articles and has spoken widely on international tax issues. He serves on the Board of Trustees, Legal Aid Society of the District of Columbia; the Law Alumni Board, Georgetown University Law Center; and the Board of Visitors, University of Georgia School of Law. He has been chair of the Budget Committee of the American Society of International Law and chair of the Board of Trustees, Langley School, McLean, Virginia. Mr Klein received his master of laws in taxation from
Georgetown Law in 1980. He earned his JD, cum laude, from Georgia Law in 1976, where he served as articles editor of the
Georgia Journal of International and Comparative Law. He is a
magna cum laude graduate of the University of Delaware (1973).
