Kathleen Rice is a director in the firm’s technology, media and telecommunications practice. Her areas of expertise include electronic communications, broadcasting, information technology and data protection.

Ms Rice has extensive experience in the South African telecommunications, media and broadcasting regulatory environment, having assisted numerous major international and domestic corporations in the making of representations on legislative and regulatory initiatives to the regulatory authority and Parliament. Ms Rice assists clients by preparing applications for

numbers, frequency spectrum allocation, new licences, transfers of ownership in existing licensees, transfers of licences and equipment type approval. She has experience in negotiating and drafting many types of telecommunications-related agreement, including interconnection agreements, facilities leasing and sharing agreements, number portability agreements, indefeasible right of use agreements, dark fibre lease agreements and international carrier agreements. In addition to practising in this area of law, Ms Rice lectures and coordinates the University of Witwatersrand’s Telecommunications Law course for final- year law students.

She has advised Saudi Telecom on the regulatory

requirements in relation to the sale of Saudi Oger shares in Cell C, managing the due diligence of Cell C for Saudi Telecom and writing the due diligence report. She has also advised on ownership and control regulations in relation to the sale of Vodacom shares to Vodafone, as well as in relation to the proposed share swap of MTN shares for Bharti Telecom shares. She is recommended as an expert in telecommunications in a number of leading international publications such as Global

Counsel and Practical Law Company.
