SWEDEN – Sweden's government has approved plans that will see consumers face an SEK5,000 mandatory weekly deposit cap and licensees limited to offering bonuses of up to SEK100.

The measures will come into force from 2 July and remain in place until the end of 2020, with the restrictions applying to online casino games and slots. Players will also be required to set time limits on how long they play online casino games and slots with licensed operators in Sweden.

“As a result of the current pandemic, we see a mix of circumstances that together create great risks in the gaming sector,” explained Sweden's Social Security Minister, Ardalan Shekarabi. “These need to be counteracted. With these measures, the government will strengthen the protection of Swedish consumers.”

The move comes despite Sweden’s gambling regulator, Spelinspektionen, criticising the plans and chief executives from Swedish licensees signing a petition in protest. Fintan Costello, Managing Director of BonusFinder.com, condemned the decision to move forward with the plans: “This decision by the Swedish government will only drive more players to the black market which is just a click away.

"Further bonus restrictions and relying on hard deposit limits instead of affordability checks will make the legal market even less appealing to local players. Furthermore, giving licensees only two weeks to implement these changes and alter marketing will be a huge and costly challenge for operators.”

UK – Scientific Games reported that its OpenSports platform generated record breaking account transactions across the opening day of Royal Ascot. The prestigious flat racing meeting, held behind closed doors, attracted strong interest from bettors with several races taking place on the first day (16th June). Compared to the 2019 event, Scientific Games reports the following across OpenSports: 44 per cent increase in volume of bets placed on Royal Ascot day one, 18 per cent rise on stakes placed on the first day of Royal Ascot.

Keith O’Loughlin, SVP Sportsbook, Digital at Scientific Games: “Royal Ascot has always been an important fixture in the sporting calendar, but this year’s meeting has held even more significance given the current climate. “Our figures show that there’s pent-up demand from bettors for unmissable sports events such as Royal Ascot. I’m delighted to report that OpenSports has delivered scale and stability for our customers following this increase in wagering activity.”

A study by the International Journal of Mental Health and Addiction, was released on May 29, 2020 titled: Gambling Before and During the COVID-19 Pandemic Among European Regular Sports Bettors: An Empirical Study Using Behavioural Tracking Data.

Authors Mark D. Griffiths, Michael Auer and Doris Malisching, were given access to player data from a large European online gambling operator, with players hailing form Sweden, Germany, Finland and Norway. Te study explored the behavioural change of sports bettors before and after March 7, 2020.

Findings from the study suggest that there is no relationship between the lack of sports betting events for gamblers to wager upon and increased frequency and intensity of online casino gambling.

Overall, the frequency of wagering upon online casino games by online sports bettors before COVID-19-related lockdown significantly decreased during the COVID- 19 pandemic period. However, less frequent (but regular) online sports bettors significantly decreased the amount of money wagered upon online casino games more than more frequent (regular) online

sports bettors. Frequent online sports bettors wagering upon online casino games stayed approximately the same before and during the pandemic.

Tese findings suggest that the speculations that individuals may spend more time and money gambling online as a consequence of being confined in their house for long periods of time appear unfounded.

Te decrease in overall gambling might be due to a number of factors including individuals having less money to gamble because their occupational earning potential has been lower during the pandemic, individuals not wanting to gamble in front of their family members, or individuals spending more time on other activities such as spending “quality time” with their families or finally having the time to do bigger jobs around the house and garden (e.g., decorating and home and garden improvements). Te present study is the first to empirically investigate whether wagering increases or decreases among gamblers (in this case, sports bettors specifically) during a period when many individuals continue to be house- bound during the COVID-19 pandemic-related lockdowns.
