PANAMA INDUSTRY STATISTICS


Between January and August in Panama, a total of US$1,425m was wagered according to data released by the Gaming Control Board (JCJ). Te figures for the first eight months of the year (not including the sales for the National Lottery) reflected a decrease of 3.1 per cent.


Of the total wagered until August, US$1,116m was paid in prizes, leaving a gross income for gambling operators of $259.6m. Operators say that the 5.5 per cent tax that was established in 2015 on prizes to finance pension funds has discouraged international investment and players. Manuel Sánchez Ortega, executive secretary of the JCJ, said the statistics meant a 47 per cent drop in gambling table bets since the tax was established four years ago which has led in turn to job losses.


According to the Association of Managers of Gaming (ASAJA), the industry is still struggling to recover from a 5.5 per cent tax which applies to all cash withdrawals made in casinos, slot parlours, bingo halls and sports betting shops and tracks.


In order to attract foreign players to Panama, in September the government announced plans to


eliminate the controversial 5.5 per cent tax on gambling. Te official clarified, however, that only the tax on table betting (which is only permitted in casinos in a hotel with at least 300 rooms) will be eliminated. Te tax on slots in casinos, slot parlours and sports betting will remain in place.


Annually, the state receives around US$53m for the application of the additional tax on gambling. With the exemption that will now be made for table games it is estimated that collection will fall by about US$3m.


Of the amount wagered until August, US$ 75.6m was bet on table games. Te figure reflects a year-on-year fall of 15 per cent, while wagering on type A slot machines (slot machines which do not have a payout ceiling) fell 2.6 per cent to $ 1,277m. Of all the types of gambling which come under the regulation of the JCJ, the only vertical that registered a positive balance was sports betting which increased by 13.2 per cent to US$33.6m. Uruguay President poised to approve Cipriani Resort


Uruguay’s President, Tabaré Vázquez, has signed a resolution which approves the feasibility of a new casino in Punta del Este. Te new casino had already received favourable reports from the officials from the Ministry of Economy and Finance and Tourism.


According to a resolution signed by the President, the complex named Cipriani Ocean Resort and Club Residences - Punta del Este includes the construction of "a new San Rafael Hotel, casino, commercial premises, convention centre, theatre, spa and amenities, two underground garages and residences.”


Both the Ministries of Tourism and Economy and Finance issued "favourable" reports that make a second private casino in Punta del Este possible. Businessman Giuseppe Cipriani


had said that the casino licence was a 'fundamental' part of the new project.


At the moment, the Chilean group that owns the Enjoy hotel also in Punta del Este has not made a statement regarding the possibility of a new casino. According to local law the only other private casino could only be granted in the popular tourist destination, if an investment equal to or greater than that of the former Conrad hotel casino is made - something which had looked highly unlikely until now.


Te emblematic San Rafael hotel in Punta del Este, has been closed since 2011, but was acquired by the Cipriani Group for more than US$40m in February 2018 after an agreement was signed by Giuseppe Cipriani. Te government will initiate a public tender for the operation of the casino.


Panama


Spanish sports betting operator Sportium has presented its expansion plans for Panama. Before the end of this year the Majestic Casino, the Fantastic Casino del Dorado, Dorado Mall, La Doña (shopping mall), and in the cities of David, Chitré, Santiago and in the district of Aguadulce will each showcase a Sportium sports betting outlet. Sportium has already been in operation in five locations since 2016. By 2020 the company plans to implement the Sportium brand in 11 more locations. “We are committed to a fully customised product designed to optimise the customer experience,. In our business model this fact is key given that more than 90 per cent of transactions are executed in self-service betting terminals," said Alberto Eljarra Sportium CEO.
