Holland to Licence 35 Online Operators


Dutch regulator Kansspelautoriteit has confirmed in its 2020 Annual Report that it will launch a total of 35 online gaming licences.


“A fair market remains an important objective, but is above all a means to allow consumers to play safely,” René Jansen, Chairman of the Ksa.

Cyprus - CoD Mediterranean debut on track City of Dreams Mediterranean, Cyprus’ first integrated resort (IR) and the biggest in Europe and the wider region, is advancing well towards completion. Construction is progressing smoothly, with the IR being set to open in Summer 2022. The development of the project is now available for viewing through aerial drone footage produced by City of Dreams Mediterranean. The video offers an overview of the IR’s exterior and surroundings, reflecting the rapid advancement of the main construction, along with renderings of the project upon completion.


Upon completion, the project, located in Limassol, will become Europe’s largest IR. It will feature a 16- storey, five-star hotel with more than 500 luxury guest rooms and suites, 10,000sq.m of MICE space, an outdoor amphitheater, a family adventure park, and a variety of fine-dining outlets and luxury retail. Its interior will be based on a Melco customised design for the Cyprus IR, while the exterior design will feature distinct Mediterranean influences.


Holland - Greentube acquires Eurocoin Int. Greentube, the NOVOMATIC Interactive division, has strengthened its product portfolio ahead of its entry into the approaching regulated Dutch market with the acquisition of Eurocoin Interactive.


The deal, which will see Eurocoin Interactive renamed as Greentube Netherlands, provides Greentube with a wide range of Eurocoin’s classic slots which cater for the Dutch market. These include Random Runner, Simply Wild, and Club 2000, all of which will become available to players upon the opening of the newly-regulated Dutch gaming market on October 1, 2021.


Michael Bauer, CFO/CGO at Greentube, said: “We are very happy to welcome Eurocoin Interactive in the Greentube Group as we always aim to have a strong portfolio of games that are known to the local players. Titles such as Random Runner, Simply Wild and several more have been smash hits in the land- based market for years.”


France - Cabourg Mayor adopts new approach Following an unsuccessful call for tenders in Cabourg, in the Normandy region of France, on the coast of the English Channel, the mayor there now wants to negotiate by mutual agreement with potential candidates.


The call for applications for the operation of a casino of Cabourg in Calvados failed to attract any bids. With Partouche’s current public service delegation for Casino de Cabourg ending on October 26, Mayor Tristan Duval has extended it by four months, until February 28, 2022.

Dutch regulator Kansspelautoriteit has confirmed in its 2020 Annual Report that it will launch a total of 35 online gaming licences.


From 1 April, the Ksa will start processing applications for an online gambling licence, after which the market in the Netherlands for online games of chance will open on 1 October. Te preparations for this have largely determined the activities in 2020.


René Jansen, Chairman of the Ksa, said: "Te Games of Chance Act, our current legal framework, dates from 1964. Tere was no question of digitisation at the time. It was therefore high time for the Remote Gambling Act (Koa), which in fact supplements and changes the current law."


Te Koa Act gives the Ksa a whole new market to supervise. Tis means that, in addition to handling licence applications, the Ksa is also preparing for the situation that will arise if the market for online games of chance is open.


Te Ksa expects to issue approximately 35 online gaming licences. Tese will mainly be companies that operate internationally. Preparations for the supervision of online gambling providers started in 2020. Tis is also reported in the 2020 Annual Report.


Novomatic joins EUROMAT as its latest corporate member

Mr. Jansen added: "Ultimately, our work revolves around the interests of the player, of the consumer. A fair market remains an important objective, but is above all a means to allow consumers to play safely."


Te Koa Act was passed by the Senate in February 2019. Since then, efforts have been made to implement the law.


Te Koa Act legalises and regulates online games of chance under strict conditions. Moreover, the Koa Act means that all (including country-bound) providers of high-risk games of chance will have additional requirements in the field of addiction prevention.


Furthermore, the Koa Act introduces new requirements for advertising and recruitment.


From April, these will apply to all providers of games of chance, including the less risky ones such as lotteries. In the new situation, the Ksa will be given additional powers to tackle illegal activities.

Isle of Man


Te Isle of Man has seen a huge increase in demand from global gaming operators amid proposed changes to regulation and structure in some jurisdictions.


Initial enquiries, sparked by uncertainty about the impact and scope of jurisdictional and political changes, and positive follow-up discussions have seen service providers on the Isle of Man report an uptick in enquiries from businesses wanting to relocate to the Island over the last 12 months.


Tere has been a 30 per cent increase in demand this year with the number of licensees to be supervised by the Gambling Supervision Commission now at 55 with several more in the pipeline, an increase of 21 in last 12 months, in comparison to eight licence approvals in 2019.
