Specific ELRU interventions include: • The Family and Community Motivator (FCM) home visiting programme, in which vulnerable households with young children receive two 2-hour home visits a month.
• The School Enrichment Intervention, which provides capacity-building for teachers in Foundation Phase classes and community pre-schools to improve the quality of services.
• Interactions with NGOs, local and district government officials, teachers, community members, and community leaders, aiming to raise community awareness of the importance of ECD and to develop local and provincial government officials’ understanding of the need for integrated service provision for young children.
• The Community Child Safety Intervention, intended to improve child protection in the community by creating awareness and assisting the community to develop an action plan.
The ELRU team underwrites a holistic, multicultural approach when working with the young child. The team listens to the needs of the community and tries to answer to that.
ELRU plays an important role in the South African ECD early childhood development field. Many organisations use ELRU programmes and training material. They also develop research material.
Staff development External staff development is made possible by donations. Staff could attend courses at universities in adult education. Staff also attended administrative courses to keep their computer skills up to date.
Local educational programmes Objective: To implement informal training courses that fulfil the needs of theWestern Cape, especially in the less privileged areas.
Courses offered: Baby care, Home-based care, level 1, 2 and 3 Pre-school training (basic and advanced)
Shorter courses are also presented, namely, three four-day modules.
Level 2 training consists of the making of toys and materials such as educational toys, culturally appropriate books, music instruments, fantasy furniture and posters. Karen van der Merwe’s books are often used.
Level 3 is an advanced pre-school training programme. It focuses on skills that will enable the teacher to identify the child’s learning needs. Assignments must be done about working with a child with a special need, developing material as an aid and to do a research project about a topic that interests the child.
ELRU also conduct workshops. A variety of topics are discussed: behaviour management, baby care, creative activities are included in the programme. The objective of these workshops is to motivate and stimulate the teachers. ELRU is the only organisation in theWestern Cape that offers these workshops on a big scale.
There is also a service for the community and parents. It includes the community’s motivation programme for home-based Educare workers and playgroup leaders.
The training is anti-bias (non-racial). Attention is also paid to matters like differences between genders, identity development, culture, standards, etc.
