TRAINING & DEVELOPMENT INTRODUCTION RESCUE EQUIPMENT
The company has carried out a full and comprehensive review of the rescue equipment supplied on some of the turbines in the industry. This review has culminated in a thorough report and recommendations to improve rescue equipment in the field, including a recommendation to consult with other offshore operators regarding the rescue equipment available on their wind turbines.
The hope for this final recommendation is to standardise the rescue equipment in all turbines, or where standardisation is not possible, to ensure that the most suitable rescue equipment is available in each turbine.
TURBINE DESIGN EMERGENCY RESPONSE
They have also written an offshore rescue and evacuation plan, to be used both as a reference document on turbines, as well as for training before individuals go offshore. The training facilities at HFR Solutions’ new site just outside Hull enables various emergency response scenarios to be replicated.
In addition they have been working in collaboration with Bristow Helicopter’s new search and rescue facility at Humberside Airport to create a training package for the emergency response of helicopters in the offshore industry.
FIRE AND EVACUATION
After facilitating fire evacuations and drills on turbines to test the existing procedures for suppliers and contract partners, HFR Solutions has supported the writing of fire risk assessments for the offshore wind industry, as well as reviewing fire and evacuation proposals and supporting recommended improvements that could be made to some turbines.
EMERGENCY PLANNING
The company has reviewed the current Emergency Response Co-operation Plan (ERCOP) and the emergency response plans of specific windfarms, considering both the on and offshore response and made revisions where necessary to improve these plans. These revised plans will form the basis for revised emergency planning training prior to implementation.
The company have also been advising on competency frameworks and competence maintenance schemes for the offshore wind industry. One such scheme has involved working with a local university in their development of virtual reality simulators to enable the recreation of a turbine environment in a classroom training setting.
TRAINING AND COMPETENCE In terms of improving training and competence in the offshore wind industry, the company has created a number of bespoke training courses for the renewables industry. These range from a renewables specific confined space course, designed to replicate the very specific space restrictions of a nacelle, to competency days that can be delivered at short-notice on off-weather down days, designed to maintain competence in rescue and medical equipment.
The result of training exercises, development and fire risk assessments, HFR Solutions has made several recommendations at the design stage of wind turbines that could prevent fire spread in the event of a fire. From a rescue perspective, anchor points have also been identified that, if fitted, would support a quicker, more effective rescue from a turbine. Incorporating such recommendations during turbine design, rather than fitting them retrospectively, could greatly improve their design from a safety perspective, potentially saving lives.
MARINE OPERATIONS
Marine operations is an area where the company believes there are numerous training and development opportunities to create a safer working environment. From reviews, recommendations, training and development in boat transfer procedures to ensuring the safety of personnel during marine transfers.
Coming from a fire service background, training and development is second nature to HFR Solutions and is the cornerstone on which their business is based. The eight focus areas detailed above give you a flavour of the proactive safety work being carried out in the offshore wind industry by the company.
VISION
Ultimately the vision for project Boy Scout is one that HFR Solutions and Centrica Energy share and is embedded within both of their organisations, to improve safety in the offshore wind industry, to ensure the continued growth and success of this industry and everyone working within it.
