The North East Regeneration in Hartlepool
Investment in Hartlepool is coming from the public and private sector, this is creating jobs, developing our workforce and accelerating the quality of life for residents within the town. The case studies below highlight some of the exciting regeneration and investment projects happening across Hartlepool.
The Waterfront Hartlepool Borough Council are driving forward ambitious plans for the regeneration of Hartlepool Waterfront with investment through the Tees Valley Combined Authority.
Sited opposite the commercially successful Hartlepool Marina, The Waterfront includes a 4.7 acre site that is being developed into a strategic leisure attraction including the installation of a new leisure centre facility and expansion plans for the National Museum of the Royal Navy Hartlepool - an important heritage museum and home to the historic HMS Trincomalee. Investment in both the leisure attraction and heritage museum will create a visitor destination on the Waterfront with a mix of civic, cultural, leisure and visitor attractions to complement the restaurants, cafes, bars and shops within the wider Marina area.
The programme of investment began in 2019 with a £1.5 million investment in a linear park, a stretch of high quality public realm along the south side of the waterfront, connecting people to the historic Highlight monument. The public realm works included a walkway, green spaces, boundary seating, coastal planting and new LED lighting, providing a statement of intent for the future transformation of the site.
The multi-million pound, state-of-the-art leisure centre is currently in its design stage. Named ‘Highlight’, the centre will replace the town’s existing Mill House Leisure Centre and will feature a range of facilities, including swimming pools; a multi-station fitness suite, a flexible space for multi-activities, facilities to enable on-water sports in the Marina and a refreshments area. To complement this, an event space is being designed to host cultural, sporting and civic events including Hartlepool Waterfront Festival and Big Lime Triathlon Weekend.
The facility is being designed by GT3 architects who are working extensively with stakeholders to create a design that serves the local community. GT3 Architects will be working alongside Hartlepool Borough Council, Desco, Billinghurst George and Partners (BGP), Summers-Inman, Design Fire Consultants and Apex Acoustics to deliver the project.

Artist’s impression of The Northern Studios
The Northern Studios Due to open this summer, The Northern Studios will be the North- East’s first dedicated film and television studios and will be based at The Northern School of Art’s Hartlepool campus.
The £3.76 million project repurposes the town’s former bus depot to create a large-scale film and television studio for commercial use, as well as a new teaching building to support specialist technical and skills training for undergraduates.
The Northern Studios will support the ever growing number of commercial production companies choosing to film and work in the area providing a quality production space and excellent facilities with nearby access to the regions beautiful coastline, rural landscape, marina and industrial areas.
The site will offer large-scale sound stage facilities and a large green screen studio appropriate for visual and special effects and corporate, promotional and marketing videos. There will be a full range of production offices and facilities for cast and crew, as well as green rooms and a large secure lot for production units.
The studios are part of a much wider multi-million pound regeneration strategy to revitalise the Church Street area of Hartlepool, which has seen significant public realm improvements and the creation of the £4 million, multi-award winning BIS managed workspace. Complementing existing developments, The Northern Studios will help to support the growth of creative industries in the region and create a vibrant environment for businesses.
