The common pattern seen in urban areas is that land value and building density increase the nearer you get to the CBD. This is because it is the area of a city where there is the most demand for land. A shortage of available land and a strong demand means that prices are higher here than in other parts of the city. Due to the higher cost of land in the CBD, taller buildings are usually constructed as people try to maximise the land use.
