A distinctive feature of Sochi’s bid, especially in relation to Salzburg’s and Pyeongchang’s, was that the entire sports infrastructure of the City was to be built entirely from scratch. In fact, back in 2007, when Sochi won the right to host the 2014 Winter Olympics, the City had no stadiums for winter sports and no related infrastructure. However, according to State plans, up to 243 facilities
are expected to be built for the 2014 Winter Olympics in Sochi. The Russian government not only plans to build unique sporting facilities, but at the same time to com- pletely change the City's infrastructure, including resi- dential, transportation, utilities etc. The programme

This was third time lucky for Sochi; as the City had previously competed to host the Winter Olympic Games on two different occasions; namely the XIX Winter Olym- pic Games 2002 and the XX Olympic Winter Games 2006, however in both cases Sochi did not even make it into the second round of the contest.
