Our regular “Spotlight On” feature highlights the vital work the Borough’s voluntary, community and social enterprise organisations are carrying out across Stockton-on-Tees.


In this issue we’re focusing on Catalyst the voluntary development agency for our Borough. Catalyst provides practical help and support for organisations in the voluntary, community and social enterprise sector in the form of funding, guidance, networking and one-to-one support.


Catalyst also serves as a voice for these organisations, often playing the role of advocate for the sector where it matters.


Catalyst celebrates the outstanding work of volunteers, individuals, groups and organisations working in the sector. This year so many local people have helped neighbours they know, and people they have never met before, throughout the coronavirus pandemic. The work that volunteers have done to shop, collect prescriptions, and even walk other people’s dogs, has made a huge difference.


Jon Carling, newly appointed Chief Executive at Catalyst, said: “The work of the voluntary sector, working with local communities, has never been more important.


“I would like to thank everyone who has made a contribution to their community during the pandemic. Many people are new to volunteering and have found it enjoyable and fulfilling, and we would like to support them to continue the good work in the future.

Carers Emergency Card Frequently Asked Questions


Supporting our Carers


Across Stockton-on-Tees there are hundreds of people who care for their loved ones and Stockton-on-Tees Adult Carers Support Service is available to support them.


It is a credit card sized card with a picture of you (the informal carer) on it plus a unique identification number and an emergency contact telephone number on it. You should carry the card with you at all times. In the event of an accident or emergency, it let’s people know you have someone who relies on you and who cannot manage without assistance.


The card is only to be used in the case of emergency when you are physically unable to make arrangements yourself.


When you register, the details you provide will be held securely by Stockton-on-Tees Borough Council so that help and support can be arranged for the person you provide care to.


How does it work?


The Service supports a Carers Emergency Card - the credit card-sized card has a photo of the carer on it along with a unique identification number and emergency contact number. The carer carries the card at all times and then if they are involved in an accident or an emergency, people will know that there is someone who can’t manage without their assistance and emergency plans will be put into place.

The Time Out Support Service usually provides short periods of respite for carers during the day but due to the current Government Coronavirus


You complete a registration form giving full details of yourself, the person you care for and the contact details for two individuals who could step in and help out in your absence, plus any alternative arrangements such as emergency respite care previously agreed.


What is a carers emergency card?


guidance has been put on hold. However, support workers have been staying in touch with the people they regularly support to provide important opportunities for carers to talk and ask for support. Some carers have said ‘it’s a breath of fresh air’ to speak to their support worker!


The information is sent to the Stockton Adult Carers Support Service who will then store it securely. We will also share it with our Emergency Duty Team (EDT) who will provide access to the information out of hours for anyone calling the number on the carers cards.


You are responsible for checking that th people you name as emergency contact agree to their details being held on the council’s database and their information being shared in an emergency situation


The team would love to hear from informal carers who are happy to share their experiences of the last few months to help them understand the impact of coronavirus. It will help them better support carers in the coming months.


The service is available Monday–Friday, 9am-5pm, to offer advice, support and signposting.


Carers Assessments are still ongoing either online or over the telephone depending on carers needs.

In the event of an accident or emergenc – the person who finds the card in your wallet or purse will contact the telephone number and quote your unique identification number so that your emergency contacts can be notified.


The nominated people would then provide support to the cared for person in the interim to ensure that the person remains safe and well and does not fall into crisis.
