KEY ADVERTISING RESTRICTIONS


Recently new advertising restrictions were passed in Kazakhstan, which now substitutes previous non-regulated area of gambling marketing.


External (visual) advertising of betting and totalizator, as well as advertising of their activities in vehicles, mass media, cinema, video and reference service places is prohibited.


Only permitted forms of outdoor advertising include:


u


advertising at the location of the sports betting operator;


u


inside sports buildings and on athletes' clothing;


u


in officially registered mass media specialising in sports, as well as


u


on domestic TV channels during live broadcasting of international sports competitions.


Advertising of betting and/or totalizator may contain only the name, trademark elements, location, internet resource (if any) of the operator, the date of issue, validity period and license number.


Also, telecom operators are prohibited from sending unsolicited text messages containing advertisement of gambling.


LOCAL MARKET SPECIFICS TO CONSIDER FOR OPERATORS ENTERING THE MARKET


Kazakhstan is a highly attractive market for online sports betting in Central Asia, driven by its market size and the rapid growth of internet users and modern payment solutions. However, the region


faces challenges in gambling regulation.


In July 2024, the government introduced new gambling regulations focused on responsible gambling. Tese include restrictions on who can participate, new rules for accepting bets, advertising and location regulations. Te minimum age for gambling is 21 in country. Measures to address gambling addiction were also implemented.


Offshore operators have been a significant issue, with 5,642 foreign online gambling sites blocked in 2022 for operating without a license or advertising illegal activities. Local licensed operators must comply with location restrictions, confining their establishments to specified areas in the Almaty and Akmola regions. Tey also face financial requirements, including substantial financial reserves.


Despite these challenges, Kazakhstan remains a leading market in the CIS for gambling, attracting large international operators and maintaining active regulatory oversight.
