entire 2022 season and the official betting partner of the Chilean National Team during the World Cup qualifying process. Additionally, Betsson also sponsored the Campeonato Ascenso, known as Ascenso Betsson, for two years until 2022. However in September 2023 Undersecretary of Justice,

Jaime Gajardo argued that in accordance with current legislation and in line with arguments put forward by the SJC it was the Executive’s view that the operation of betting houses constituted “an activity that is carried out outside the law” and that it “has no legal basis” in the Constitution. Te ANFP was given just 30 days by the Ministry of Justice to end any contracts it had with sports betting operators. Subsequently the ANFP announced the end of its sponsorship deal signed with Betsson as of October 15. In the same month that the ANFP was ordered to cut ties

with sports betting operators Chile’s highest court accepted an appeal from Polla Chilena de Beneficencia and ordered the blocking of online betting platforms - a decision that was welcomed by the SCJ and later backed by Subtel. In September Polla Chilena de Beneficencia delivered a list to Subtel of as many as 1,200 online betting sites that they wanted to see blocked. In fact the Supreme Court decision in September provided

further impetus for the government to speed things up and resolve the issue once and for all. Tis was after two members of the Economy Commission, Miguel Ángel Calisto and Daniel Manucheri, proposed pausing the discussion of the bill in order to analyse in depth the scope of the Supreme Court ruling. However the Undersecretary of the Treasury, Heidi Berner, said that the purpose of the initiative was to regulate online gambling without having to wait for the results of court cases of which there had been several over the years and that it was likely that new rulings would be made in the courts over the

issue in the future. Meanwhile operators, many of which had been highly

present via sponsorship deals with top clubs and leagues, fought back arguing that the absence of legal regulation linked to online betting platforms did not imply that it was prohibited, and that they were acting legally. Indeed the previous year Pablo Milad, president of the ANFP had argued: “Something is illegal when it is against the law. Today there is no regulation, that's why we go for it. We want it to be regularised, but we cannot say that it is illegal if it is not regulated. In the world it has been regularised and I cannot say that football is endorsing something illegal.” In October 2023 through a statement, Carlos Baeza

responded to the early termination of the contract between the ANFP and Betsson saying that the ending of contracts between clubs and sports betting operators was down to lobbying efforts by monopoly holder La Polla Chilena de Beneficencia and the land based sector which had together conducted a “smear campaign” against the online sector. Baeza argued as he had done so in the past that there was no rule in place that prohibited the operation of online platforms.

THE BILL PASSES THROUGH THE HOUSE OF DEPUTIES While the debate over the legality of online gambling became increasingly acrimonious the commission continued with its work. Once the hearings were completed and after a debate, the project received broad approval with a majority of nine votes in favour. Subsequently, the committee conducted 17 sessions specifically dedicated to a detailed examination and voting on various aspects of the project. After this was complete the project was approved in general by a large majority. Te Sports Commission was then especially convened on October 18, 2023 to discuss the project further. Once that stage was completed on November 22 the project

was sent to the Finance Commission of the Chamber where it was presented in a specially convened session to pronounce on
