Argentina - Race to build Mendoza casino Fuente Mayor has been awarded the licence to build and operate a new 900-slot casino in San Martín, Mendoza, Argentina, by the Instituto Provincia de Juegos y Casinos. In landing the licence it beat off competition from Desarrollos Maipú SA, in charge of the Arena Maipú Casino & Resort, and Traylon SA.


It will be located next to the Ciudad de San Martín racetrack, with entrance on route 7, with the Provincial Institute of Games and Casinos confirming it will close the rest of gaming halls in the eastern area, in the towns from San Martin and Rivadavia.


Instituto Provincia de Juegos y Casinos said: "We have awarded our main proposal to Fuente Mayor SA and New Star Internacional SRL for being the most convenient offer. It obtained the maximum score according to the order of merit that results from the established selection criteria. The offer includes the provision of the integral service to the Provincial Institute of Games and Casinos of 900 slots in a single location intended for their operation and integrated into the Investment Project offered located in the Eastern Zone of the Province of Mendoza, with a monthly remuneration fee of 68 per cent, in accordance with its offer."

Brazil’s President Jair Bolsonaro has said he intends to veto the legalisation of gambling in Brazil.


Despite recent moves in the Chamber of Deputies to update gambling Bill PL 442/91, so that it is enacted by the end of the year, Bolsonaro has said that that he would block it. Bolsonaro told press that supporters of the bill in the lower house had already approached him, but he had told them that the measure would not have his support.


“I think there will be more to lose than to win at this time. If they approve it, I have my veto, which is normal, and then Congress can override it. Yes, what is being discussed so far will have my veto, period. For now, that’s my opinion on gambling,” he said in an interview with Veja magazine.

According to Bolsonaro, under new rules it would be possible to obtain a license that would allow the use of a jet-ski using the common driver’s licence, and a disclaimer.


Te Dominican Republic Lottery Fraud Investigation Deepens


Te preventive detention of William Rosario Ortiz,the ex-president of Te National Federation of Lottery Betting Parlours (FENEBANCA), has been upheld by an appeals court. Rosario Ortiz is the only defendant who appealed out of 10 defendants who have been indicted as part of a lottery corruption case dubbed ‘Operation 13.’ Ortiz, alongside his alleged co-conspirators, stand accused of criminal conspiracy, fraud and money laundering.


Deputy Attorney, General Yeni Berenice Reynoso, highlighted the merits of the investigations carried out by the Public Ministry saying that the decision gave additional weight to the seriousness of the charges levelled against those involved in the alleged scam.


In May, the Dominican Republic National Lottery announced that it had carried a seven month investigation into lottery related fraud initially involving a


suspicious lottery draw that took place that month. Te lottery, headed by Luis Maisichell Dicent, said that it would review as many as 100 draws carried out over the previous 10 years.


In June, events took an unexpected turn when Dicent was arrested after the Public Ministry accused Dicent planning and orchestrating the scam. Te Justice Ministry said in a statement that Luis Dicent and those arrested through Operation 13 had undermined “the dream of Dominicans who trusted that one day luck would touch them and they could benefit from National Lottery prizes.”


Lawmaker Máximo Castro Silverio has said he is working on a bill to close the National Lottery and all lottery outlets for up to seven months. Te bill would allow an Executive appointed commission to overhaul the lottery, and reduce the number of lottery games.


Bolsonaro has to be careful not to upset the evangelical caucus which makes up so much of his support. His disapproval rating passed 50 per cent for the first time in July, according to a poll published by the Datafolha. Evangelism has been on the rise for years (a third of Brazilians now identify as evangelicals) and it was Bolsonaro’s ability to tap into this support base which helped him get elected. Evangelical leaders have repeatedly come out against any liberalisation of the market and even warned that Bolsonaro’s support base would crumble if large scale casinos are given the go ahead under his administration.


Earlier this month the president of the Senate, Rodrigo Pacheco, said that, depending on the approval of party leaders, the senate may look at proposals that would liberalise gambling rules and allow for an expansion of the market. Gambling reform is also gaining ground in the Chamber of Deputies. However although Bolsonaro’s veto would be a setback it does not mean an end to the bill. If he vetoes the bill then it is returned to the Brazilian congress, and can be overridden by a vote.

Dreams has incorporated eight new companies in Chile to meet licensing requirements. Te new companies are called the Gaming and Entertainment Casino of Antofagasta, Calama, Copiapó, Los Angeles, Osorno, San Fernando, Talca and Talcahuano. Te capital of each of these eight companies will amount to $526m (around US$668,000) and will have a duration of 50 years, extendable for ten more. Dreams currently operates casinos in Iquique, Temuco, Valdivia, Puerto Varas, Coihaique and Punta Arenas. Today, there are 12 licences available up for tender. Of these, four are from Dreams (Monticello, Temuco, Valdivia and Punta Arenas), three from Marina (Talcahuano, Osorno and Calama), two from Enjoy (Antofagasta and Los Angeles). Te others are operated by Luckia (Antay Casino & Hotel de Copiapó), the Cardoen group (Casino de Colchagua) and the Gran Casino de Talca (Corporación Meier).
