KEY ADVERTISING RESTRICTIONS


With the introduction of licensing requirements in the Republic of Uzbekistan, gambling advertising is permitted only under strict conditions. Advertising is allowed exclusively for licensed operators and may target only individuals aged 18 and above. Accordingly, the use of imagery or messages that could appeal to minors is strictly prohibited.


Te content of gambling advertisements must not encourage gambling as a means of solving financial problems, imply that participation guarantees success or easy


earnings, or feature celebrities or public figures to promote gambling.


Placement of gambling advertisements is banned near schools, educational institutions, and other locations frequented by minors, as well as in media outlets or on platforms with broad or youth-oriented audiences. Furthermore, online gambling advertising is permitted only if technical mechanisms are in place to ensure that such content is not visible to underage users.


LOCAL MARKET SPECIFICS


Uzbekistan has been attempting to establish a legal framework for gambling since 2019, when the idea of legalizing sports betting was first introduced. However, the initial launch never materialized, and by 2022, the initiative was formally suspended.


Te discussion resurfaced in 2023 when the President instructed the development of a new regulatory model, which ultimately led to the adoption of a presidential decree in 2024, setting the official launch date for January 2025. In


practice, however, implementation has remained largely theoretical, with no active market operations to date.


A key challenge lies in the country’s ambitious fiscal approach. Uzbekistan’s drive to secure substantial state revenues has resulted in exceptionally high entry barriers for operators.


Te current framework create a formidable financial obstacle, particularly for smaller or mid-sized operators, who may find it difficult to meet capital and compliance obligations while maintaining profitability.


As of late September 2025, no licenses have yet been issued, despite the legal framework being in place. Tis raises important questions about the causes of the delay – whether it reflects regulatory caution, unresolved procedural issues, or deeper structural challenges within the jurisdiction.


Te fact that the market is technically open but devoid of licensed participants highlights the uncertainty still surrounding Uzbekistan’s gambling reform and its readiness for real-world implementation.
