the gambling market revenue in Greece with €252m revenues in 2024 divided between €137m from slots and €94m from table games. Turnover in 2024 for the casino market reached €1.25bn, up nine per cent from the previous year. Te most popular table games are American
Roulette (52 per cent share in terms of GGR), Black Jack (31 per cent share), Poker (11 per cent) and then Banco Punto (five per cent). Tere were 2,555 slot machines and 496 table
games in operation in the Greek casinos last year. Tere are 10 casino licences although only eight
are currently open after Syros Casino's operational licence was suspended while the casino underwent renovation. Te casino was opened in 1997 in Er- moupoli. Rio Casino’s licence was also revoked in Sep-
tember 2023 after its restructuring plan was rejected and owner Konstantinos Piladakis had his assets seized by the Anti-Money Laundering Authority. Te casino near Patra opened in 1996 and was housed in the four-star Porto Rio Hotel. Meanwhile, Piladakis’ two other casinos in
Corfu and Alexandroupoli could also face sus- pension. Casino Corfu was opened in 1962 in Achilleion but was moved in 1992 to a place nearer the city centre whilst Casino Trace opened back in 1995 in Xanthi but was transferred to Alexandroupoli in 2014. Apparently, there is interest from the Chionis
family (of the Arfanis-Chionis Industrial Group) to purchase the shares of the three casinos be- longing to the Piladakis group. Te three biggest casinos are in Parnitha, Tes- saloniki and Loutraki, whilst Rhodes, Florinas

and Porto Carras make up the remainder. Meanwhile, in August 2023 a draft regulation
was published by the HGC with provisions for the land-based sector with some innovations, including the use of an individual player card for games in casinos, creation of a player exclusion process and a Live Studio operation with a live dealer for land-based casinos in Greece. Te public consultation ended in September 2023 and to date there has been no further update or movement. Te idea behind the proposal was to give casinos a boost. A Live Dealer Studio would be located at each licensed casino and live dealer games would be operated from this space.
THE GAMBLING MARKET
In 2023 the Greeks gambled more than €36bn in total. Tis was divided between €27bn on remote gambling; €6.7bn on OPAP games and €1.9bn on landbased casinos. GGR in 2024 amounted to €2.87bn, an 11 per
cent increase on 2023 figures of €2.59bn. Te OPAP games are responsible for almost 50 per cent of this, remote gambling 37 per cent share, casinos 8.8 per cent and Hellenic Lotteries and Horse Racing with 4.3 per cent. Greece’s GGR as a percentage of the GDP is the second highest across Europe (1.1 per cent)
